Job Overview:


This senior leadership role is responsible for overseeing the development and implementation of strategies to promote urban growth and regulatory compliance within the City of Red Deer.


About the Position:


We are seeking an experienced professional with a strong background in land use planning, development permits, and municipal governance. The successful candidate will possess excellent leadership and communication skills, with the ability to effectively manage multiple projects and stakeholders.


Key Responsibilities:



  • Develop and implement policies and procedures related to land use planning, development permits, and regulatory compliance;
  • Provide guidance and support to department staff on matters related to development permits, zoning regulations, and bylaw enforcement;
  • Collaborate with internal stakeholders, developers, architects, engineers, contractors, and the public to ensure effective communication and coordination;
  • Manage and coordinate the flow of documents and activities within the department, including special projects and reports;
  • Prepare detailed reports and presentations for internal and external stakeholders, including city council and the media.

Requirements:



  • Degree in Architecture, Planning, or a related field, or equivalent experience;
  • Minimum 5 years of experience in land use planning, development permits, and municipal governance, including progressive management experience;
  • Proven negotiation, facilitation, mediation, and problem-solving skills, with the ability to work independently and as part of a team;
  • Excellent interpersonal and communication skills, with the ability to communicate technical information to various stakeholders;
  • Able to establish and maintain effective working relationships with the public, internal departments, legal counsel, and the media.

Working Conditions:


This position requires a high level of accuracy and judgment, with incorrect decisions potentially having significant consequences. The successful candidate will be able to work efficiently and independently in a fast-paced environment, managing multiple projects and stakeholders simultaneously.


Salary Information:


The estimated salary for this position is $56.40 to $70.51 per hour, based on a 75-hour biweekly schedule. Some evening and weekend work may be required.
