New Value Solutions, a leading national IT consulting company, is seeking an experienced Strategic Procurement Lead to oversee the evaluation of a Request for Solutions (RFS) for a healthcare services area. This role will be responsible for managing and conducting a thorough, fair, and aligned RFS evaluation process.

Key Responsibilities:
  • Document Development
    • Collaborate with stakeholders, subject matter experts, legal advisors, and fairness advisors to develop the RFS document.
  • Evaluation Framework
    • Develop the RFS evaluation process, including creating an Evaluation Manual outlining criteria, procedures, and scoring methodologies.
  • Evaluation Committee Formation
    • Work with the Procurement Director and Project Director to establish the Evaluation Committee and confirm participation of all committee members.
  • RFS Issuance
    • Manage the issuance of the RFS to shortlisted proponents, ensuring timely and accurate dissemination.
  • Data Room Management
    • Create and manage a secure RFS data room to facilitate proponent access to project information.
  • RFI Management
    • Oversee the Request for Information (RFI) process, including maintaining and updating the RFI log.
  • Proponent Meetings
    • Manage all proponent meetings, ensuring logistical arrangements are in place.
    • Coordinate with the fairness advisor to ensure discussions are fair, open, and transparent.
  • Closing and Completeness Review
    • Manage the RFS closing process, including reviewing submissions for completeness and compliance with requirements.
  • Evaluation Committee Oversight
    • Oversee relationships with all Evaluation Committee members, including advisors and evaluators, to ensure alignment and effectiveness.
  • Evaluation Meetings
    • Manage and oversee all evaluation meetings, ensuring consistency with established evaluation criteria and processes.
  • Proponent Interviews
    • Organize and manage proponent interview meetings, including arranging logistics, confirming participants, and preparing meeting agendas.
  • Evaluation Report
    • Prepare a comprehensive evaluation report for review and approval by the Executive Steering Committee.
