Senior Procurement and Contracts Manager

This role involves managing the procurement life-cycle for various Owner's contracts, from simple to complex opportunities, including high-profile and politically sensitive projects. The successful candidate will facilitate and support procurement processes, provide guidance and advice to project teams, and implement leading contract management practices.
Key Responsibilities:- Collaborate with project teams to develop specifications and deliverables; investigate market opportunities; prepare business cases or reports to justify procurement methodologies and decisions; and develop evaluation materials and facilitate procurement evaluation processes.
- Provide advice and guidance on solicitation strategies, methods, policies, and issues of non-compliance.
- Prepare solicitation and contract documents for approval by appropriate authorities.
- Lead and support contract amendment drafting and processing.
- Review contracts to ensure they meet relevant policies and identify opportunities for improved services and cost efficiencies.
- Identify risks (e.g., contractor performance, conflict of interest, insurance, and bonding requirements) and make recommendations to mitigate them.
- Provide advice and guidance to contract managers on matters of contract management and controls.
- Post-secondary education in Business Administration, Operations Management, Contract Law, Contract Administration, Procurement, Purchasing, Public Administration, or Economics, along with three to five years of experience in a business-related role with recent progressive procurement and/or contract negotiation and supplier management.
- Knowledge of risk management, contract management, and procurement principles, preferably in the public sector.
- In-depth knowledge of procurement/contract law and competitive tendering processes.
- Demonstrated ability to analyze business, financial, technical, and legal issues and develop solutions within public policy and trade agreement frameworks.
- Strong organizational skills to perform and manage competing priorities with attention to detail.
- Ability to analyze options and risks and provide mitigation strategies or suggest effective solutions.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Adaptability in a fast-paced environment with evolving policies and procedures.
- Initiative to lead and find solutions.
- Professional accreditation in a procurement-related discipline, such as CPPO, CPPB, IACCM, or SCMP.
- Experience in major project Owner's contracts, complex public sector procurement, leading large, complex projects, procurement document development, contract management, project management, conflict resolution, relationship management, contract law, and trade agreements.
The estimated salary range for this position is $120,000 - $150,000 per annum, depending on qualifications and experience.
