Job Title: Operational Resilience Leader

The successful candidate will be responsible for leading operational resilience programs and ad-hoc projects to enhance Manulife's operational risk and resilience capability. This role involves providing guidance to segment risk teams, reporting relevant risk and resilience postures to the Executive Leadership Team, and demonstrating appropriate risk behaviors and culture.

Key Accountabilities:

The Operational Resilience Leader will be responsible for establishing and maintaining operational resilience policies, guidelines, processes, and procedures, including Business Continuity, Disaster Recovery, and Crisis Management. They will also initiate, manage, and execute risk governance processes for operational resilience management, risk and control awareness, and enhancement of operational efficiency.

This role will involve leading various Operational Resilience Program workstreams and ad-hoc projects to support the continued growth and maturity of the ORRM function. The successful candidate will also support the design and implementation, as well as ongoing maintenance, of the operational resilience management system.

Design and Reporting:

The Operational Resilience Leader will design and set standards on operational resilience reports, dashboards, and metrics for management reporting. They will operate as a Subject Matter Expert (SME) to provide oversight and challenge over the ongoing critical operations assessment activities and the reporting of resilience posture, working with Segment Operational Risk Officers to ensure timely and accurate resilience assessment outcomes.

Influencing and Stakeholder Management:

This role requires influencing and gaining buy-in from the Senior Leadership team of various businesses across the division by communicating program requirements and the value proposition to gain the necessary support to implement the program(s). The successful candidate will train Business Unit resources to implement the resilience management program(s) within their business units and advise them on assessing the best way to implement the operational risk and resilience management program(s).

Implementation and Oversight:

The Operational Resilience Leader will manage the implementation of programs to ensure ORRM is aligned with the division's business objectives and MFC's enterprise ORM program objectives, scope, and timelines. They will review and challenge business unit risk and resilience information provided, demonstrate effective oversight and challenge across the ORRM portfolio of activities, and ensure key operational risk and resilience exposures are reported and escalated to divisional management, divisional risk management, and Corporate Risk Management.

Communication and Collaboration:

This role involves collaborating extensively with Segment Risk Management and Enterprise Risk Management to communicate the division's perspective on risk exposures and program initiatives and ensure the divisional program remains aligned with MFC's enterprise ORM program. The successful candidate will share key information, including risk exposures, resilience posture, and maturity, loss data, and risk management/control best practices across the Division.

Requirements:

  1. Technology risk and resilience experience within a large Financial Institution, including hosting strategies, architecture design patterns, and cloud portability.
  2. Risk management, audit, operations, compliance, or technology background with 10+ years of experience in matters of increasing complexity (preferably with several years direct risk management experience).
  3. Relevant advanced designation or degree (e.g., MBA, Finance, Risk, Actuarial).
  4. Highly developed business acumen and a pragmatic approach to solving problems and implementing solutions.
  5. In-depth understanding of operational procedures at a financial institution (preferably insurance).
  6. Solid experience in designing, implementing, and validating the effectiveness of operational controls.
  7. Solid working knowledge of enterprise and operational risk management frameworks and processes.
  8. Proven leadership skills, along with strong program and project management capabilities and experience.
  9. Strong communication skills, including the ability to translate complex technical issues into fundamental concepts.
  10. Highly effective influencing skills.
  11. Strong relationship-building skills to build effective working relationships with Business Units and Corporate.
  12. Creative problem-solving and the ability to motivate others to implement new solutions.

Salary and Benefits:

The annual base salary for this role is expected to be between $123,400 CAD and $229,300 CAD.
