Job Summary

This is a challenging and rewarding opportunity to join the City of St. Catharines as a Building Inspector II - Construction Safety Specialist. As a key member of our Building Division, you will play a critical role in ensuring public safety through the examination of plans and specifications, as well as inspecting construction sites to enforce compliance with the Ontario Building Code and Regulations.

Key Responsibilities
  • Plan Examination and Inspection: Examine plans and specifications for compliance with the Ontario Building Code and Regulations, and inspect construction sites at various stages to ensure public safety and structural integrity.
  • Enforcement and Compliance: Enforce compliance with the Ontario Building Code and Regulations, and Municipal By-laws, and investigate violations or perceived violations to issue orders and take necessary steps to ensure compliance.
  • Record Keeping and Reporting: Maintain accurate and up-to-date records of inspections and evidence, and prepare reports and legal briefs for prosecutions.
  • Communication and Liaison: Liaise with key external and internal stakeholders, including contractors, designers, and property owners, to provide guidance and support on building regulations and construction practices.
  • Problem Solving and Decision Making: Use strong problem-solving and decision-making skills to resolve complex issues and make informed decisions on building code compliance and enforcement.
Requirements
  • Education: College Diploma (three (3) year) in civil, construction engineering, architectural technology, or a related discipline.
  • Experience: Three (3) years recent responsible experience in building construction, including experience in building code enforcement and compliance.
  • Qualifications: Hold and maintain qualifications to be a building inspector as required by the Ontario Building Code Act and Ontario Building Code Regulations in the following categories: General/Legal/Process, House, Small Buildings, House HVAC, House Plumbing, and Building Structural.
  • Professional Memberships: Membership in the Ontario Association of Certified Engineering Technologists and Technicians or the Association of Architectural Technologists of Ontario.
  • Skills and Abilities: Demonstrated knowledge of the Ontario Building Code Act and Regulations, as well as basic knowledge of mechanical, electrical, and structural engineering design principles. Strong communication and customer service skills, with the ability to liaise with key stakeholders and provide guidance and support on building regulations and construction practices.
Working Conditions

This is a full-time position, with a minimum of $79,294 annually and a maximum of $89,072 annually. The expected work location is City Hall, with eligibility for part-time remote work. The hours of work are currently Monday to Friday, 8:30am to 4:30pm.
