Job Summary

As a Strategic Financial Planning Specialist at The Regional Municipality of York, you will play a key role in supporting the development of a comprehensive and integrated funding strategy for the Region's capital program. This involves optimizing the use of debt and reserves, administering current and future financial obligations, and assisting with investors and credit rating agencies.

Main Responsibilities

Develop financial models to optimize the use of development charges, tax levy, user rates, and reserves, including the impact of other funding sources.
Create multi-year capital funding models for 10 and 20-year forecast periods that optimize available debt capacity, reserves, and other funding sources.
Analyze and present the results of findings and prepare recommendations for optimized funding to support the Region's capital plan.
Compare debt positions with peer municipalities, identify benchmarks, and recommend best practices for municipal debt programs.
Analyze reserve requirements, propose reserve targets, and determine the need for new reserves or the collapse of existing reserves.
Forecast multi-year reserve balances and model long-term cash flow requirements to assist in the Corporate budget process and provide investment term guidelines for portfolio management.
Develop financial models for the Long-Term and other Financial Obligations Management Plan, including risk examination and mitigation.
Create presentations for potential investors of the Region's debentures.
Communicate and coordinate with internal departments, external institutions, and stakeholders in the execution of borrowing, lending, and negotiating functions.
Participate in inter-governmental committees as a Regional representative, providing leadership and guidance on financing and reserve management issues.

Qualifications

Master's Degree in Business Administration, Mathematics, or Economics, or a Chartered Accountant designation, or an approved equivalent combination of education and experience.
Experience in writing analytical reports, analyzing data, and making recommendations.
Experience in designing and creating computerized financial models.
Thorough understanding of accounting principles and knowledge of provincial and municipal statutes and regulations.
Sound knowledge of financing principles and practices and the workings of domestic capital markets.
Knowledge of corporate core competencies, including customer service, communication, team work, initiative/self management, and flexibility/adaptability.
