Job Title: Senior Human Resources Consultant, People and Culture

Regina Public Library is seeking a Senior Human Resources Consultant to join our team. As a key member of our Leadership Team, you will play a critical role in developing and delivering effective training and development opportunities, promoting employee engagement, and supporting managers in all human resources matters.

Key Responsibilities:
  • Develop and implement staff development strategies and programs to support the changing needs of the Library.
  • Ensure the effective application of all human resources policies and the management and operation of all human resources processes and systems.
  • Support managers through attendance management processes, including accommodation and return to work planning.
  • Interpret and apply the collective agreement and legislation to ensure operations conform to legal and contractual provisions.
  • Support the Library's recruitment and selection processes for both internal and external candidates as required.
Requirements:
  • University degree in Human Resource Management, Administration, or a related field, supplemented with a minimum of 5 years of experience in human resources in the areas of performance management and/or staff development in a unionized environment.
  • Extensive knowledge of and demonstrated ability to apply current best practices in human resource strategy, systems, and processes.
  • Ability to coach staff to ensure the effective application of organizational human resources policies and processes.
  • Extensive knowledge and demonstrated ability to apply labour and employment legislation within a unionized environment.
  • Strong communication skills, both oral and written.

  • A competitive salary ($77,268 to $115,902 per annum) and a generous benefits package, including 100% employer paid group benefits and five weeks annual vacation.
