About the Role

We are seeking a highly skilled Technical Project Manager to join our team at the B.C. College of Nurses and Midwives. As a key member of our Core Regulatory Transformation program, you will be responsible for delivering technical projects that drive business transformation and improve our regulatory capabilities.

Key Responsibilities
  • Collaborate with key partners to oversee the delivery of multiple technical projects, including CRM upgrades, finance system upgrades, document management, and data report integration.
  • Engage with project managers to ensure rigorous progress measurement and effective communication with technical and non-technical stakeholders.
  • Lead the full lifecycle of technical projects, from initiation to closure, and refine our program governance structure to ensure efficient and effective delivery.
  • Define project scope, goals, and deliverables in collaboration with key stakeholders, and develop detailed project plans, charters, and timelines.
  • Provide direction and training to junior staff members in project management and program needs, and coordinate and communicate project progress, risks, and issues to stakeholders.
  • Identify and manage project dependencies and critical path, and collaborate with cross-functional teams to ensure successful project execution.
  • Conduct regular project status meetings and provide updates to stakeholders, and monitor and control project scope, schedule, and budget.
  • Communicate project risks with the Director of Project and Business Architecture and key sponsors, mitigate and resolve issues that may impact project delivery, and ensure adherence to project management best practices and methodologies.
  • Conduct post-project evaluations to identify lessons learned and areas for improvement, and provide training and guidance to the Program Coordinator (CRT) in project management.
Requirements
  • Bachelor's degree in Information Systems, Computer Science, Business Administration, or related discipline, plus recent project management experience or the equivalent combination of experience and education.
  • 7-10 years experience as a Technical Project Manager in technical transformation, software development, or infrastructure projects.
  • Experience in implementing and configuring CRM systems (e.g. Microsoft Dynamics).
  • Extensive experience in stakeholder management, negotiation, and problem-solving.
  • Proven ability to manage and collaborate with a system integrator, ensuring alignment with project goals, timelines, and quality standards.
  • Good technical knowledge of programming languages, databases, software development methodologies, and system integration.
  • Strong foundation in project management principles, Agile and Waterfall methodologies, and delivery using a hybrid (agile and waterfall) model.
  • Certification in Project Management (e.g., PMP).
  • Strong understanding of public sector/healthcare industry regulations and compliance requirements is an asset.
  • Experience training and providing guidance to junior resources.
  • Regulatory compliance experience with a proven track record of successfully navigating complex regulatory environments, collaborating with legal teams, and ensuring that all functional and technical requirements meet regulatory compliance is an asset.
