Job Title: Technical Project Manager

We are seeking a highly skilled Technical Project Manager to join our team at the B.C. College of Nurses and Midwives. As a Technical Project Manager, you will be responsible for the delivery of projects within the Core Regulatory Transformation program.

Key Responsibilities:
  • Collaborate closely with key partners and provide oversight of all Information System and Business Operation projects that are part of the Core Regulatory Transformation Program.
  • Engage with appropriate PMs and ensure that a rigorous method of measuring progress is in place for each project.
  • Lead and manage the full lifecycle of technical projects, from initiation to closure.
  • Refine and implement a Program Governance structure that is efficient and focused on bringing about success in the Core Regulatory Transformation.
  • Define project scope, goals, and deliverables in collaboration with key groups in the CRM ecosystem.
  • Develop and deliver detailed project plans, charters, including timelines, resource allocation, and budget.
  • Provide direction and training to junior staff members in project management and program needs.
  • Coordinate and communicate project progress, risks, and issues to stakeholders.
  • Identify and manage project dependencies and critical path.
  • Collaborate with cross-functional teams to ensure successful project execution as well as with contractors to ensure vendors are held accountable per SOWs/Service Level Agreements.
  • Conduct regular project status meetings and provide updates to stakeholders.
  • Monitor and control project scope, schedule, and budget.
  • Communicate project risks with Director of PBA and key sponsors, mitigate and resolve issues that may impact project delivery across various projects.
  • Ensure adherence to project management best practices and methodologies.
  • Conduct post-project evaluations to identify lessons learned and areas for improvement.
  • Provide training and guidance to the Program Coordinator (CRT) in project management.
  • Foster and maintain an organizational culture that promotes equity, diversity and inclusion, mutual respect, teamwork, and service excellence.
Requirements:
  • Bachelor's degree in Information Systems, Computer Science, Business Administration, or related discipline, plus recent project management experience or the equivalent combination of experience and education.
  • 7-10 years experience as a Technical Project Manager in technical transformation, software development or infrastructure projects.
  • Experience in implementing and configuring CRM systems (e.g. Microsoft Dynamics).
  • Extensive experience in stakeholder management, negotiation, and problem-solving.
  • Proven ability to manage and collaborate with a system integrator, ensuring alignment with project goals, timelines, and quality standards.
  • Good technical knowledge of programming languages, databases, software development methodologies, and system integration.
  • Strong foundation in project management principles Agile and Waterfall methodologies and delivery using a hybrid (agile and waterfall) model.
  • Certification in Project Management (e.g., PMP).
  • Strong understanding of public sector/healthcare industry regulations and compliance requirements is an asset.
  • Experience training and providing guidance to junior resources.
  • Regulatory compliance experience with a proven track record of successfully navigating complex regulatory environments, collaborating with legal teams, and ensuring that all functional and technical requirements meet regulatory compliance is an asset.
