Senior Quality Assurance and Improvement Advisor

Metrolinx is a leading transportation agency in the Greater Golden Horseshoe region, connecting communities through its GO Transit and UP Express services, as well as the PRESTO fare payment system. Key Responsibilities- Develop and implement project governance frameworks to ensure alignment with organizational objectives and compliance with Metrolinx standards and regulations.
- Establish and enforce quality assurance protocols, including regular project audits, health checks, and reviews to ensure adherence to Metrolinx standards and best practices.
- Provide guidance and support to project teams on the application of Metrolinx project management standards and methodologies.
- Lead the identification, assessment, and proactive management of organizational project risks and issues, providing actionable insight and timely mitigation.
- Develop and maintain practices to analyze and optimize project schedules to ensure timely delivery and efficient resource utilization.
- Collaborate with project teams to manage dependencies, resolve scheduling conflicts, and optimize resource allocation.
- Develop and maintain budgeting and cost management processes for projects, ensuring financial discipline and alignment with corporate requirements.
- Support the identification of opportunities for cost optimization and provide guidance on budget adjustments as necessary.
- Champion the adoption and continuous improvement of project management methodologies, ensuring they are tailored to Metrolinx's diverse project needs.
- Develop and update standard operating procedures, templates, and guidelines to enhance the effectiveness and efficiency of project delivery.
- Provide training and mentorship to project teams, promoting the consistent application of Metrolinx methodologies and fostering a culture of continuous improvement.
- Assess and measure Metrolinx's current project management maturity using industry-standard frameworks and tools.
- Develop and implement roadmaps to enhance project management maturity across the organization, driving improvements in processes, practices, and performance.
- A degree in business administration, engineering, public policy, or a related field.
- Valid PMP certification, with additional certifications such as Scrum Master, ACP, Lean, Agile, and/or Scaled Agile (SAFe) considered beneficial.
- Proven track record in project management, with demonstrated years of related experience across various sectors.
- Strong understanding of project management methodologies, including Lean, Agile, and Waterfall, and industry standards such as PMBOK, PRINCE2, and ISO 21500.
- Experience using various project management software applications, such as Oracle Primavera, Microsoft Project, Jira, to plan, track, and manage projects efficiently.
- Strong understanding of Microsoft PowerBI, project KPIs, and data analytics, including the design and use of digital reporting.
- Extensive knowledge and practical application of project governance frameworks, regulatory requirements, risk management techniques, and financial controls.
- Demonstrated ability to work with diverse teams, inspire collaboration, and drive projects to successful completion, and deliver measurable results.
- Ability to provide expert advice to senior leaders, contribute to the development of project options, recommendations, and implementation strategies.
- Experience in budget management, forecasting, and ensuring projects are delivered within financial requirements.
- Proficient in identifying, assessing, and mitigating risks, with a focus on proactive problem-solving and effective communication.
- Strong knowledge of project scope definition, contract management, and quality assurance processes, including differing procurement models.
- Excellent ability to communicate complex ideas and project updates to a wide range of stakeholders.
