About the Role

We are seeking an experienced Senior Advisor, Project Quality Assurance and Improvement, to join our PMCOE team at Metrolinx. This pivotal role is responsible for integrating key functions such as project governance, risk management, scheduling, cost control, and the continuous improvement of our project management maturity across Metrolinx.

Key Responsibilities
  • Develop and Implement Project Governance Frameworks: Ensure that all projects align with organizational objectives and comply with Metrolinx standards, policies, and relevant industry regulations.
  • Establish Quality Assurance Protocols: Regular project audits, health checks, and reviews to ensure adherence to Metrolinx standards and best practices.
  • Provide Governance Guidance: Act as the primary governance advisor, guiding project teams on the application of Metrolinx project management standards and providing hands-on, technical support.
  • Lead Risk Management and Issue Resolution: Identify, assess, and proactively manage organizational project risks and issues, providing actionable insight, timely mitigation, and resolution.
  • Optimize Project Schedules and Resource Allocation: Develop and maintain practices to analyze and optimize project schedules to ensure timely delivery and efficient resource utilization across various project types.
  • Manage Dependencies and Conflicts: Collaborate with project teams to manage dependencies, resolve scheduling conflicts, and optimize resource allocation.
  • Develop and Maintain Budgeting and Cost Management Processes: Ensure financial discipline, guide forecasts, address variances, and ensure performance and alignment with corporate requirements.
  • Support Cost Optimization and Contract Management: Identify opportunities for cost optimization, contract management practices, and provide guidance on budget adjustments as necessary.
  • Champion Project Management Methodologies: Develop and update standard operating procedures, templates, and guidelines to enhance the effectiveness and efficiency of project delivery.
  • Provide Training and Mentorship: Promote the consistent application of Metrolinx methodologies while fostering a culture of continuous improvement.
  • Assess and Enhance Project Management Maturity: Use industry-standard frameworks and tools to assess and measure the Metrolinx's current project management maturity, and develop and implement roadmaps to enhance project management maturity across the organization.
Requirements
  • Education: A degree in business administration, engineering, public policy, or a related field.
  • Certifications: Valid PMP certification is required, with additional Scrum Master, ACP, Lean, Agile, and/or Scaled Agile (SAFe), ITIL Foundation, considered beneficial.
  • Experience: Proven track record in project management, with demonstrated years of related experience across various sectors.
  • Skills: Strong understanding of project management methodologies, including Lean, Agile, and Waterfall, and industry standards such as PMBOK, PRINCE2, and ISO 21500.
  • Software Proficiency: Experience using various project management software applications, such as Oracle Primavera, Microsoft Project, Jira, to plan, track, and manage projects efficiently.
  • Business Acumen: Strong understanding of Microsoft PowerBI, project KPIs, and data analytics, including the design and use of digital reporting.
  • Leadership and Collaboration: Demonstrated ability to work with diverse teams, inspire collaboration, and drive projects to successful completion, and deliver measurable results.
  • Communication and Problem-Solving: Ability to provide expert advice to senior leaders, contribute to the development of project options, recommendations, and implementation strategies.
