Position Overview

The Halifax Regional Municipality is seeking applications for multiple permanent, full-time Fire Inspector roles within the Fire Prevention division of Halifax Regional Fire & Emergency. Key Responsibilities

  • Conduct thorough inspections of existing structures to ensure adherence to the Nova Scotia Fire Safety Act and relevant regulations.
  • Identify discrepancies in property data and report findings accurately.
  • Address public and internal concerns, performing follow-up inspections as necessary.
  • Maintain detailed and accurate records of all inspection activities.
  • Prepare evidence files and represent the Fire Department in legal matters.
  • Enforce safety standards and operational guidelines for effective fire prevention practices.
  • Review and suggest improvements to operational policies and procedures.
  • Hold and maintain necessary regulatory appointments, including Municipal Fire Inspector and Local Assistant.
  • Inform property owners of non-compliance issues and facilitate corrective actions.
  • Mentor junior staff and assist in their professional development.
  • Prepare detailed prosecution referrals as required.
  • Stay updated on all relevant regulatory and technical standards.
  • Ensure compliance with health and safety responsibilities as outlined in the Nova Scotia Occupational Health and Safety Act.
  • Review tender documents for compliance with Fire Safety Act requirements.
  • Issue orders or notices for maintenance as dictated by applicable regulations.
  • Provide expert testimony at quasi-judicial hearings when necessary.
  • Conduct research on fire codes and related documents to support inspection activities.
  • Perform additional duties as assigned relevant to the role.

Qualifications

  • Level 2 Fire Inspector Certification or Level 2 Building Official Diploma of Qualification, with the ability to obtain Level 2 Fire Inspector Certification.
  • A minimum of five years of relevant experience with fire safety legislation and building codes.
  • Equivalent combinations of education and experience may be considered.
  • Must demonstrate the ability to inspect various types of buildings in accordance with national codes.
  • A valid driver's license is required.
  • Experience with complex building inspections is advantageous.

Technical Knowledge and Skills

  • Comprehensive understanding of the HRM Charter, Nova Scotia Building and Fire Codes, and municipal by-laws.
  • Familiarity with common law principles and precedents from court decisions.
  • Knowledge of construction approval processes and related regulatory bodies.
  • Proficiency in business software, including spreadsheets and databases.

Security Clearance

Candidates may be required to undergo a security screening process as part of the application.

Work Status

This is a permanent, full-time position with a standard work schedule of 40 hours per week.

Salary

The annual salary for this position is $93,203, in accordance with the IAFF Local 268 Collective Agreement.
