Position Overview:

Under the direction of the Director of Financial and Strategic Services, the Treasury Services Manager will lead and oversee the treasury team within Strathcona County. This role is crucial in ensuring the effective management of cash flow, debt obligations, and investment performance, all while adhering to established policies and principles.

The successful candidate will be responsible for managing various financial activities, including cash management, debenture financing, investment strategies, and accounts payable/receivable processes. This position aims to enhance the financial management capabilities of the organization and support strategic decision-making.

Key Responsibilities:

  • Direct the Treasury Services division, ensuring compliance with relevant legislation and adherence to County financial policies.
  • Oversee cash management and forecasting, implementing strong internal controls and reconciliation processes.
  • Manage debenture financing, including the preparation of borrowing bylaws and maintaining relationships with lending institutions.
  • Supervise accounts receivable and payable functions, ensuring timely collections and payments while providing excellent customer service.
  • Prepare and present local improvement bylaws for Council approval, including associated financial calculations and reporting.
  • Lead and participate in various committees and working groups, providing treasury expertise and guidance.
  • Offer financial analysis and consultation to assist in organizational decision-making.
  • Develop and implement policies and procedures related to treasury functions, including cash and debt management.
  • Identify and recommend process improvements to enhance operational efficiency and customer service.
  • Ensure the ongoing delivery of treasury services while adapting to the evolving needs of the organization.

Qualifications:

  • A degree in a related field (e.g., Bachelor of Commerce) and a professional accounting designation (CPA) are mandatory.
  • A minimum of 10 years of relevant experience, with at least 5 years in progressively responsible treasury and financial management roles, preferably within a municipal context.
  • Certification in financial investments or treasury management is advantageous.
  • Extensive experience with complex financial systems and providing strategic advice to senior management.
  • In-depth knowledge of treasury management principles, accounting practices, and financial planning.
  • Comprehensive understanding of Public Sector Accounting Standards and relevant municipal legislation.
  • Strong interpersonal and leadership skills, with the ability to lead cross-departmental teams.
  • Strategic thinking and analytical capabilities, with a focus on problem-solving and risk assessment.
