Position Overview:

Reporting to the Director of Financial and Strategic Services, the Treasury Services Manager will lead and oversee Strathcona County's treasury team, ensuring effective management of cash flow, debt obligations, and investment outcomes. This role operates within a comprehensive framework of policies and principles, managing cash resources, debentures, and various financing mechanisms, as well as banking operations, cash forecasting, and financial securities, to promote efficient financial management and informed decision-making across the organization.

This position is pivotal in establishing robust policies, guidelines, and procedures that ensure proper processes are in place for cash handling, investment strategies, debt oversight, and financial securities, thereby safeguarding assets and mitigating risks of fraud or errors.

The Treasury Services Manager will collaborate closely with the Director and the Associate Commissioner of Corporate Services & Chief Financial Officer (CFO) to fulfill the County's financial objectives by providing expert treasury consultation and support at both departmental and corporate levels.

This role may offer participation in a hybrid work model. The successful candidate is expected to reside within a reasonable distance from the County's operational center.

Key Responsibilities:

  • Lead the Treasury Services division within Strathcona County's Financial and Strategic Services department, adhering to applicable legislation, guidelines, and financial policies.
  • Oversee the management of the County's cash flow, banking operations, and cash forecasting, ensuring strong internal controls and compliance.
  • Administer the County's debenture financing, including the presentation of borrowing bylaws, fostering relationships with relevant financial institutions, and ensuring compliance with legislative requirements.
  • Manage corporate accounts receivable and payable processes, ensuring timely collections, payments, and excellent customer service.
  • Prepare local improvement bylaws for Council consideration, overseeing calculations and providing financial advice on related projects.
  • Provide leadership and expertise in treasury matters to steering teams, working groups, and committees at various organizational levels.
  • Deliver financial analysis and strategic consultation to guide decision-making processes for departmental and corporate management.
  • Develop and implement policies, procedures, and guidelines for treasury services, encompassing cash management, debt oversight, and financial securities.
  • Recommend enhancements to business processes to improve customer service and operational efficiency.
  • Ensure ongoing service delivery aligns with the evolving needs of the organization regarding treasury management.

Qualifications and Skills:

  • A relevant degree (e.g., Bachelor of Commerce) along with a professional accounting designation (Chartered Professional Accountant (CPA)) is required.
  • A minimum of 10 years of relevant experience, including at least 5 years in progressively responsible financial management and treasury roles, preferably within a municipal context.
  • Certification in financial investment or treasury management is advantageous.
  • Extensive experience with complex financial systems and providing strategic advice to senior management on treasury issues.
  • In-depth knowledge of treasury management, accounting principles, and financial planning concepts.
  • Comprehensive understanding of Public Sector Accounting Standards, the Municipal Government Act, and other pertinent legislation.
  • Strong knowledge of municipal and provincial regulations and public sector practices, with the ability to develop and implement policies accordingly.
  • Exceptional interpersonal and leadership skills, with the capacity to guide teams and cross-departmental collaborations to achieve organizational goals.
  • Ability to lead the development and management of comprehensive treasury management programs, including the establishment of relevant policies and procedures.
  • Strategic and analytical thinking skills, with the ability to assess various inputs and risks, resolve issues, and recommend actions aligned with the County's strategic objectives.
