Position Overview:

Reporting to the Director of Financial and Strategic Services, the Treasury Services Manager will lead and oversee Strathcona County's treasury team, ensuring effective management of cash flow, debt obligations, and investment performance. This role operates within a comprehensive framework of policies and principles, managing cash resources, debentures, and various financing activities, as well as overseeing investments, banking relationships, cash forecasting, and accounts payable and receivable functions to promote efficient financial management and informed decision-making.

Key Responsibilities:

  • Direct the Treasury Services division of Strathcona County's Financial and Strategic Services department, adhering to applicable legislation, guidelines, and financial policies.
  • Oversee the management of the County's cash, cash forecasting, and banking operations, ensuring robust internal controls, reconciliations, and compliance.
  • Administer the County's debenture financing, including the presentation of borrowing bylaws and fostering relationships with relevant financial institutions, while ensuring compliance with legislative requirements.
  • Manage corporate accounts receivable and payable, ensuring timely collections, payments, and exceptional customer service.
  • Prepare local improvement bylaws for Council consideration, including calculations for local improvement payouts and associated accounting activities.
  • Lead and participate in steering teams, working groups, and committees, providing treasury expertise and guidance.
  • Offer treasury and financial analysis, consultation, and recommendations to assist in decision-making by departmental and corporate management.
  • Develop and implement policies, procedures, and guidelines for treasury services, encompassing cash management, debt management, and financial securities.
  • Identify and recommend business process enhancements to improve customer service and operational efficiency.
  • Ensure the ongoing delivery of services while addressing the evolving needs of the organization in treasury management.

Qualifications and Skills:

  • A relevant degree (e.g., Bachelor of Commerce) and a professional accounting designation (Chartered Professional Accountant - CPA) are essential.
  • A minimum of 10 years of relevant experience, including at least 5 years of progressively responsible financial management and treasury experience, preferably within a municipal context.
  • Financial investment certification or treasury certification is considered an asset.
  • Extensive experience with complex financial systems and providing strategic consultation to senior organizational representatives regarding treasury issues.
  • In-depth knowledge of treasury management, accounting principles, and financial planning theories.
  • Comprehensive understanding of Public Sector Accounting Standards, the Municipal Government Act, and related legislation.
  • Strong knowledge of municipal and provincial legislation and public sector practices, with the ability to develop and implement policies accordingly.
  • Exceptional interpersonal and leadership skills, with the capacity to guide teams and cross-departmental collaborations to achieve organizational goals.
  • Ability to lead the development and management of comprehensive treasury management programs, including the establishment of relevant policies and procedures.
  • Strategic and analytical thinking skills, with the ability to assess various inputs and risks, resolve issues, and recommend actions aligned with the County's strategic objectives.
