Collage HR is seeking an experienced Head of Programmes to join our team in Ottawa, Ontario. As a key player in the international defence and security market, we are expanding our operations and require a skilled professional to oversee the execution of services and projects.

Job Summary:

The Head of Programmes will be responsible for defining and maintaining ownership of the Project Management practice for the company. This role has full accountability for Project Management and the delivery of all technical and engineering programmes and services within timescale and cost targets, while optimising technical excellence and innovation and minimising technical risk.

Key Responsibilities:
  • Designate Project Managers for all LCE project work and act as the primary Point of Contact (POC) for all project and service stakeholders.
  • Assist in establishing organisational policies and procedures to support portfolio, services and project management.
  • Provide leadership to LCE Project Managers, who will report directly to the Head of Programmes.
  • Support the Project Manager in liaising with stakeholders such as customers, partners, project personnel, and vendors regarding project work.
  • Monitor project progress and implement changes where necessary.
  • Identify and manage escalated project risks and issues, reporting these into the company at the appropriate council as necessary.
  • Ensure project and services comply with objectives, organisational policies, procedures and standards.
Requirements:
  • 10 years' experience in a software, systems or other relevant engineering discipline.
  • 10 years' experience in project management / PMO.
  • Software Engineering, Computer Engineering, Computer Science or applicable combination of education and experience.
  • Exceptional communication and interpersonal skills, and the ability to interact with engineers and specialists regarding a wide range of technical and operational topics.
  • Advanced skills with Project Management tools and techniques for both timeline and resource management (i.e. Microsoft Project).
  • Experience with subcontract management.
  • Knowledge and experience in leading the development, design, analysis, integration and test of mission critical products.
  • Self-motivated leader and team player capable of working with minimum direction.
Security Clearance:

The successful candidate must be eligible for Controlled Goods Regulations Program (CGRP) government clearances and International Traffic in Arms Regulations (ITAR). In addition, candidates must be able to obtain a Canadian Industrial Security Clearance to NATO SECRET level.
