We are seeking a highly skilled and detail-oriented By-Law Enforcement Officer to join our team at the City of St. Catharines. As a key member of our municipal enforcement team, you will be responsible for ensuring compliance with municipal by-laws and provincial legislation.
Key Responsibilities- Conduct inspections of private, residential, and commercial properties to ensure compliance with designated by-laws.
- Investigate violations or perceived violations of by-laws and provincial legislation, collecting and documenting evidence as needed.
- Enforce by-laws to ensure properties are in compliance, advising non-compliant parties of requirements and working to achieve compliance or proceeding with prosecution.
- Serve summons to property owners, corporations, contractors, and other individuals as required for offences where prosecution is necessary.
- Chair monthly by-law meetings and perform other related duties as needed.
- Minimum of Grade 12 diploma plus supplementary courses, including training through the Municipal Law Enforcement Officers Association and the Ontario Association of Property Standards Officers.
- Diploma in Police Foundations or Law and Security is considered an asset.
- Registration with MLEOA and certification as a Municipal Law Enforcement Officer within three years from commencement of duties.
- Registration with OAPSO and certification as a Certified Property Standards Officer within three years from commencement of duties.
- Three years of related experience in a municipal environment.
- Ability to interpret and apply legislation, including municipal by-laws, provincial acts, and regulations.
- Demonstrated ability to effectively deal with the public, homeowners, landlords, and tenants to resolve issues.
- Strong attention to detail and ability to work in a professional manner in stressful situations.
- Valid Ontario Driver's license, Class G, with a clean driving record.
- Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
CUPE 157 Pay Group 9 - Minimum $73,620 annually; Maximum $82,679 annually
Expected Work Location: 50 Church Street
Hours of Work: Currently Monday-Friday 8:30am - 4:30pm
