Job Overview

Reporting to the Category Manager of Procurement and Supply Management (P&SM) within the locomotive category, the Senior Procurement Specialist is tasked with supporting the formulation, assessment, and implementation of innovative procurement strategies aimed at delivering sustainable enterprise value, including achieving cost reduction objectives. This role also involves overseeing the execution of key contracts, capturing financial savings through effective negotiation of contract terms, and monitoring supplier performance.

Main Responsibilities

Procurement Oversight

· Engage with internal stakeholders to comprehend their requirements and foster value creation.

· Conduct data analysis throughout various phases of the sourcing process.

· Develop procurement category strategies and enhance supplier market knowledge relevant to locomotive parts and services.

· Manage the RFx process, evaluate supplier submissions, and prepare business cases for management review.

· Negotiate supplier contracts, focusing on both commercial and legal aspects.

· Oversee contracts, supplier relationships, and supplier performance metrics.

· Collaborate with Buyers to ensure all rates and agreements are properly managed within the Purchase to Pay (P2P) framework.

· Ensure compliance with procurement policies and internal requirements.

· Participate in and support organization-wide projects as necessary.

Working Environment

This position is based in a corporate office environment with standard working hours from Monday to Friday. The role may require travel within North America and internationally.

Qualifications

Experience

Procurement

· 4 to 5 years of experience in a similar capacity.

Education/Certification

· Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, Law, or a related field.

Skills and Competencies

· Proficient in conducting complex negotiations and presenting negotiation strategies to executives.

· Familiarity with the rail and locomotive sector, including technology and industry trends.

· Strong critical thinking abilities.

· Customer-centric mindset to adapt to client needs.

· Effective communication and active listening skills.

· Problem-solving skills aimed at creating value.

· Collaborative approach to sharing information.

· In-depth knowledge of contract and program management.

· Ability to perform under pressure and manage shifting priorities.

Technical Knowledge

· Extensive understanding of complex contractual terms, conditions, and various agreement types.

· Knowledge of financial aspects of contracts, including NPV, TCO, CPI/PPI.

· Ability to conduct innovative market analysis to identify trends and best practices.

· Strong technical skills in data analysis and presentation.

· Familiarity with strategic sourcing best practices and supplier performance principles.

· Basic understanding of Incoterms and customs documentation for North American and international deliveries.

· Knowledge of commercial aspects of product and service categories within the rail transportation or logistics industry is an asset.
