Position Overview

Reporting to the Category Manager of Procurement and Supply Management (P&SM) within the locomotive category cluster, the Lead Procurement Analyst will assist in the formulation, assessment, and implementation of innovative procurement strategies that yield sustainable value for the enterprise, including the attainment of cost reduction objectives. The Lead Procurement Analyst will also oversee the execution of key contracts, capture financial savings through effective negotiation of contract terms and conditions, and monitor supplier performance.

Furthermore, the Lead Procurement Analyst will collaborate with the Category Manager to analyze and present data during the baseline, strategizing, and execution phases of the category management process. Responsibilities will include developing sourcing project plans, preparing procurement documentation, and managing the event through to evaluation and final recommendations.

Key Responsibilities

Procurement Oversight

  1. Engage with internal stakeholders to comprehend their requirements and promote value creation.
  2. Perform data analysis throughout various stages of the sourcing process.
  3. Formulate the procurement category strategy and enhance supplier market knowledge concerning locomotive parts and services.
  4. Develop and manage the RFx process, assess supplier responses, and prepare business cases for management approval.
  5. Negotiate supplier contracts, addressing both commercial and legal clauses.
  6. Oversee contracts, supplier relationships, and supplier performance.
  7. Collaborate with Buyers to ensure proper administration of all rates and agreements within the Purchase to Pay (P2P) process.
  8. Ensure compliance with procurement policies and internal requirements.
  9. Participate in and support department-wide initiatives as necessary.
Working Environment

This role operates within a standard office environment with a regular work schedule from Monday to Friday. Occasional travel within North America and internationally may be required.

Qualifications
Experience

· 4 to 5 years of experience in a similar capacity.

Education/Certification

· Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, Law, or a related field.

Skills and Competencies

· Proficient in conducting complex negotiations, valuing diverse perspectives, and presenting negotiation strategies to executives as needed.

· Familiarity with the rail and locomotive industry, including technology and current trends.

· Strong critical thinking abilities.

Technical Proficiencies

· Extensive understanding of complex contractual terms and conditions, including Statements of Work (SOW), Memorandums of Understanding (MOU), and Letters of Intent (LOI).

· Strong grasp of financial aspects of contracts, such as Net Present Value (NPV), Total Cost of Ownership (TCO), and Consumer Price Index (CPI)/Producer Price Index (PPI).

· Ability to conduct innovative analyses to comprehend market trends, cost drivers, suppliers, and best practices.

· Proficient technical skills related to data tools and data presentation.

· Knowledge of strategic sourcing best practices and Purchase to Pay (P2P) processes.

· Understanding of supplier performance principles and basic knowledge of Incoterms, customs, and documentation for North American and international deliveries.

· Familiarity with commercial aspects of product and service categories.

· Knowledge of the rail transportation or logistics industry is considered an asset.
