Who are you?

You are either a seasoned Cost Consultant with over 10 years of post-graduate experience or an emerging professional with 3-8 years of experience seeking advancement, or you have held a comparable position in a similar setting.

Turner & Townsend is seeking Cost Consultants/Project Controls Specialists based in the Edmonton area. The selected individual will play a crucial role within the site team, overseeing various projects. Familiarity with the Oil & Gas sector is advantageous, although experience in other Natural Resources fields will also be valued.

Role Overview

Responsibilities:

The position entails supporting projects under the guidance of the QS Team Lead, with a focus on construction progress and performance evaluation. The ideal candidate should possess knowledge of the heavy construction sector and experience in progress assessment and quantity verification. They will offer insights into the construction process, emphasizing risk and opportunity management, and will collaborate with diverse project teams. While a background as a Cost Consultant is preferred, Estimators and Construction Managers with experience in large-scale, intricate projects will also be considered.

Key Responsibilities:

Conducts site physical progress assessments, including verification and validation of quantities. Prepares and submits interim valuations. Manages, evaluates, and certifies variations/change orders. Identifies potential risks and assesses control options. Completes internal and external reporting throughout the project lifecycle. Collaborates closely with field personnel and contractors. Optimizes the progress measurement process on-site. Establishes Rules of Credit for each sub-component. Develops progress reporting systems. Administers and coordinates all types of construction and development projects, including contracts and sub-contracts, construction progress schedules, cost control systems, and work measurements. Provides strategic advice on construction costs and planning to management and other project stakeholders. Interprets tender documents, specifications, general conditions, and other contractual areas. Prepares and submits estimates for construction and development initiatives. Researches, negotiates, and supports dispute resolution efforts. Understands and contributes to the engineering and commercial aspects of multiple sub-projects. Advises on contractual claims and negotiations. Monitors contract compliance against established requirements.

Qualifications

Degree in Construction Management, Quantity Surveying, or Business Administration. PQS (Professional Quantity Surveyor) designation is preferred, or the willingness and capability to obtain it; Active membership in CIQS (Canadian Institute of Quantity Surveying) or RICS (Royal Institute of Chartered Surveyors). A degree in Engineering such as Civil/Mechanical/Electrical Engineering will also be considered. Minimum of 3 to 8 years of progressive experience in large capital project management, including hands-on involvement in major infrastructure projects, ideally in a Quantity Surveying, Estimating, or Construction Management role, or over 10 years in a senior capacity. Preferred experience in Database Management. Familiarity with the planning and design of equipment/material procurement and construction processes required to deliver major capital projects. Expert knowledge of construction costs and contracts. Strong business and market acumen related to the construction industry. Exceptional communication, negotiation, and leadership skills. Inspires trust in challenging situations, adeptly navigating ambiguity.

Required Skills:

Ability to comprehend multi-discipline design concepts from construction drawings. Ability to foster effective communication within a multi-discipline team (safety, environmental, regulatory, geotechnical, civil-structural, electrical, and mechanical). Proficiency in Microsoft Office suite (Excel, Word, PowerPoint, and Outlook) and SharePoint. Site experience would be an asset. Familiarity with Scheduling Software (P6, Microsoft Project), BIM, Revit, or other 3D Visualization Software would be advantageous. Prior field project management or construction experience. Previous experience with Earned Value Management would be beneficial. Strong data collection and analytical capabilities.
