PROGRAM ANALYST, SUPPORTIVE HOUSING & HOMELESSNESS INITIATIVES (6 MONTH CONTRACT):

ANNUAL SALARY: $67, $78,694.16

POSITION SUMMARY

Reporting to the designated supervisor, the Program Analyst for Supportive Housing & Homelessness Initiatives plays a vital role in the effective development, execution, and oversight of the assigned portfolio of Supportive Housing and/or Homelessness Programs. This position involves creating monitoring, reporting, and evaluation tools to assess program effectiveness. The role includes conducting preliminary analyses of operational effectiveness, identifying service delivery challenges, and formulating recommendations for enhancements. Additionally, the analyst provides guidance to staff and external organizations regarding program frameworks, support service agreements, consent forms, monitoring tools, and provincial best practices.

CANDIDATE PROFILE

The ideal candidate will possess the following qualifications:

EDUCATION & EXPERIENCE:

  • A Bachelor's degree in Public Administration, Social Work, Urban Planning, or a related field.
  • Significant experience in project management and program analysis.
  • Alternatively, a combination of relevant education, experience, and training acceptable to the Employer.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive understanding of the principles, practices, and standards related to social housing program development, implementation, and evaluation.
  • Familiarity with government and community social service agencies and their offerings.
  • Strong knowledge of budgeting and budget analysis.
  • Ability to comprehend BC Housing's mandate, programs, and policies in delivering social housing to vulnerable populations.
  • Capacity to evaluate program objectives and devise procedures, systems, and tools to facilitate effective program implementation.
  • Proficiency in planning and meeting deadlines while effectively prioritizing tasks to manage diverse and evolving challenges without compromising work quality.
  • Capability to exercise tact, diplomacy, and sound judgment when interacting with a wide range of non-profit providers, partners, and clients from diverse backgrounds.
  • Ability to manage competing stakeholder objectives sensitively and promptly, utilizing good judgment in politically sensitive situations.
  • Competence in coordinating projects that involve extensive consultation with staff and external groups, ensuring deadlines are met and key milestones are identified.
  • Advanced analytical, organizational, and problem-solving skills.
  • Strong research, writing, presentation, project planning, and coordination abilities.
  • Effective consultative, consensus-building, and conflict resolution skills.
  • Proficiency in various computer systems and adeptness in using the internet for research purposes.
  • A Criminal Record Check is required.
