HOUSING PROGRAM ANALYST

POSITION OVERVIEW
Under the supervision of the designated manager, the Housing Program Analyst plays a crucial role in the successful development, execution, and oversight of a designated portfolio related to Supportive Housing and Homelessness initiatives. This position is responsible for creating monitoring, reporting, and evaluation instruments to assess program effectiveness. The analyst conducts initial evaluations of the operational efficiency of programs, identifies challenges in service delivery, and formulates recommendations for enhancements.
CANDIDATE PROFILE
Required Qualifications:
EDUCATION & EXPERIENCE:
- Bachelor's degree in Public Administration, Social Work, Urban Planning, or a related field.
- Significant experience in project management and program evaluation.
- Alternatively, a combination of relevant education, experience, and training acceptable to the Employer.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough understanding of the principles, practices, and standards related to the development, implementation, and evaluation of social housing programs.
- Familiarity with government and community social service organizations and the services they provide.
- Strong knowledge of budgeting and financial analysis.
- Ability to comprehend BC Housing's mission, programs, and policies in delivering social housing solutions to vulnerable populations across the province.
- Capability to evaluate program objectives and design procedures, systems, and tools to facilitate effective program execution.
- Proficiency in planning and prioritizing tasks to meet deadlines while managing diverse and evolving challenges without compromising work quality.
- Ability to demonstrate tact, diplomacy, and sound judgment when interacting with a wide range of non-profit providers, partners, and clients from diverse backgrounds.
- Skill in managing various and often conflicting stakeholder objectives in a sensitive and timely manner, utilizing good judgment in politically sensitive contexts.
- Experience coordinating projects that involve extensive consultation with staff and external stakeholders, ensuring deadlines are met and key milestones are identified.
- Advanced analytical, organizational, and problem-solving capabilities.
- Strong research, writing, presentation, project planning, and coordination skills.
- Effective consultative, consensus-building, and conflict resolution abilities.
- Proficient in using various computer systems and leveraging the internet for research purposes.
- Criminal Record Check Required.
