POSITION SUMMARY:
The Program Analyst for Supportive Housing & Homelessness Programs plays a vital role in the effective development, implementation, and monitoring of a designated portfolio of programs. This position is responsible for creating monitoring, reporting, and evaluation tools to assess program effectiveness. The analyst will conduct preliminary evaluations of operational efficiency, identify service delivery challenges, and propose actionable recommendations for enhancement. Additionally, the role provides guidance to staff and external partners regarding program frameworks, support service agreements, consent documentation, and best practices.
CANDIDATE PROFILE:
The ideal candidate will possess the following qualifications:
EDUCATION & EXPERIENCE:
- Bachelor's degree in Public Administration, Social Work, Urban Planning, or a related field.
- Significant experience in project management and program analysis.
- Or a combination of equivalent education, experience, and training acceptable to the Employer.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Comprehensive understanding of principles and practices related to social housing program development, implementation, and evaluation.
- Familiarity with government and community social service agencies and their offerings.
- Strong knowledge of budgeting and financial analysis.
- Ability to comprehend BC Housing's mandate, programs, and policies in delivering social housing solutions.
- Capacity to evaluate program objectives and develop effective procedures, systems, and tools for implementation.
- Proficient in prioritizing tasks to meet deadlines while maintaining high-quality work standards.
- Ability to exercise tact and good judgment in interactions with diverse stakeholders.
- Skilled in managing competing stakeholder objectives sensitively and effectively.
- Experience coordinating projects that require extensive consultation with various groups.
- Advanced analytical, organizational, and problem-solving capabilities.
- Strong research, writing, presentation, project planning, and coordination skills.
- Effective consultative and conflict resolution abilities.
- Proficient in utilizing various computer systems and conducting online research.
- Criminal Record Check required.
