ROLE OF PROGRAM ANALYST, SUPPORTIVE HOUSING & HOMELESSNESS PROGRAMS:
ANNUAL SALARY: $67, $78,694.16
POSITION SUMMARY
Under the supervision of the designated manager, the Program Analyst for Supportive Housing and Homelessness Programs plays a crucial role in the effective development, execution, and assessment of the assigned portfolio. Responsibilities include creating monitoring, reporting, and evaluation tools to measure program effectiveness. The analyst will conduct initial assessments of operational effectiveness, identify service delivery challenges, and propose actionable improvements. This role also provides guidance to staff and external partners regarding program frameworks, support service agreements, consent documentation, and adherence to provincial best practices and standards.
CANDIDATE PROFILE
Required Qualifications:
- Bachelor's degree in Public Administration, Social Work, Urban Planning, or a related field.
- Significant experience in project management and program analysis.
- Alternatively, a combination of relevant education, experience, and training may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Comprehensive understanding of the principles and practices related to social housing program development, implementation, and evaluation.
- Familiarity with government and community social service agencies and their offerings.
- Strong knowledge of budgeting and financial analysis.
- Ability to grasp BC Housing's mandate, programs, and policies aimed at delivering social housing to vulnerable populations.
- Competence in assessing program objectives and developing systems and tools for effective implementation.
- Strong organizational skills with the ability to prioritize tasks effectively to meet deadlines amidst diverse challenges.
- Ability to exercise discretion and sound judgment in interactions with a wide range of stakeholders, including individuals from diverse backgrounds.
- Capability to manage competing stakeholder interests sensitively and timely, particularly in politically sensitive contexts.
- Experience coordinating projects that require extensive consultation with staff and external entities, while identifying key milestones for success.
- Advanced analytical, organizational, and problem-solving skills.
- Proficient in research, writing, presentation, project planning, and coordination.
- Effective skills in consultation, consensus-building, and conflict resolution.
- Proficient in utilizing various computer systems and the internet for research purposes.
- Criminal Record Check required.
