About the role
In the capacity of Senior Specialist, Strategic Policy Coordination, you will be an integral part of the Policy Results and Operations team, collaborating closely with Housing, Infrastructure and Communities Canada (HICC) in the realm of federal housing policy. Your role will involve leveraging data to underpin evidence-based policy outcomes and results, while also supporting the operational aspects of the policy function.

This pivotal position will be essential in facilitating communication within CMHC and HICC to ensure the development and approval of all Cabinet and Treasury Board documents for CMHC.

Please note the operational needs of the team generally require for team members to be available Monday to Friday from 9:00AM – 5:00PM EST.

Key Responsibilities:

Stay informed about ongoing efforts to secure policy and financial authorities (Memoranda to Cabinet; Treasury Board submissions; PM letters; Budget proposals). Spearhead strategic coordination efforts for all Cabinet and Treasury Board documents, ensuring relevant teams within CMHC are engaged, appropriate levels of approvals are sought, and timelines are adhered to. Serve as the primary liaison for all inquiries related to Cabinet/Treasury Board documents from Housing Infrastructure and Communities Canada (HICC) and other Government Departments. Collaborate with involved teams across CMHC to understand resource availability and capacity to provide input and review policy and financial authority documents. Influence HICC to establish processes and negotiate a critical path that ensures CMHC can provide input and advice that reflects business excellence. Establish, review, and document processes within CMHC and with HICC to continuously enhance the efficiency and effectiveness of Cabinet/Treasury Board document strategic coordination activities. Provide senior leadership with regular status updates and, when necessary, develop proposed solutions to process challenges. Advise and mentor the Policy Operations team, and contribute to briefing notes and materials, decks and processes to support policy advice addressing the housing needs of Canadians.

Qualifications:

An undergraduate degree in Social Science, Public Policy or a related field with a minimum of seven (7) years' experience in policy analysis, process improvement, or strategic coordination. An equivalent combination of education and/or experience in public policy or a relevant field can be considered. Proven communication and writing skills to effectively and succinctly present policy considerations, positions and proposals through briefing notes, decks, correspondence, policy papers and other materials. Exceptional organization, prioritization and problem-solving skills. A solid understanding of organizational structures and how to gain buy-in from various stakeholders. Tact and discretion in handling highly sensitive issues. The ability to build and maintain effective business relationships with external stakeholders. The ability to work under pressure and adapt to changing circumstances.
