Lead Cost Estimator

ABOUT THIS POSITION
Black & McDonald Limited is currently on the lookout for a Lead Cost Estimator to enhance our Western Utilities division. This role will involve collaborating closely with the Operations or Division Manager, where the successful individual will spearhead the team's efforts in analyzing cost projections and preparing detailed electrical work take-offs for utility projects. The candidate will also offer technical assistance to project operations, focusing on electrical cost estimation, progress reporting, planning, scheduling, and managing project modifications.
Key Responsibilities:
- Generate electrical and civil work take-offs and cost estimates for utility projects, assessing material, labor, and equipment needs based on contract proposals, quotations, schematic designs, and specifications.
- Delegate tasks within the estimating team effectively.
- Examine project plans and specifications to ensure a comprehensive understanding of the scope.
- Develop conceptual budgets with limited initial information.
- Oversee and coordinate resources, including personnel and software, for projects ranging from fully defined Bid-Build to conceptual Design-Build.
- Evaluate alternative methods and approaches to identify the most cost-effective solutions.
- Recognize potential risk factors and assess their significance.
- Collaborate with the Marketing Department to align technical proposal requirements.
- Review and manage the evaluation and scope of bids from specialty contractors.
- Foster strong relationships with clients, design teams, contractors, suppliers, and user groups that reflect and uphold the company's core values while meeting or exceeding client expectations.
- Engage actively in industry, client, and community relations to bolster the company's reputation.
- Provide guidance on tendering processes; analyze tenders, recommend awards, and conduct negotiations.
- Establish and maintain a structured tendering process, including cost monitoring and reporting systems.
- Coordinate pricing packages with suppliers, subcontractors, owners, designers, and architects concerning tenders.
- Participate in site evaluations, tender assessments, hand-offs, and project closures as necessary.
- Maintain a comprehensive directory of suppliers, contractors, and subcontractors.
- Communicate and consult with engineers, architects, owners, contractors, and subcontractors, preparing economic feasibility analyses on changes and adjustments to cost estimates.
- Mentor and lead junior estimators.
- Handle material and equipment procurement for secured key projects.
- Update and manage the Bid2Win/Accubid database.
- Perform other related duties as assigned.

EDUCATIONAL BACKGROUND:
A degree or diploma in:
- Construction Engineering Technology
- Construction Management
- Electrical Engineering
- Trade Certification in Electrical Field
Preferred Certifications:
- P.Eng. Designation
- Background in Electrical Trades
- Gold Seal Certification (GSC)
- Professional Quantity Surveyor (PQS)
- Project Management Professional (PMP)
EXPERIENCE REQUIREMENTS:
- Over 10 years of estimating experience in utility construction projects.
- Experience in estimating underground and overhead utilities is advantageous.
SKILLS AND ABILITIES:
Proficient in:
- MS Office Suite (Word, Excel, Project)
- Accubid or Bid2Win software
The anticipated salary range for this position is between $110,000 and $143,000, contingent upon various factors such as the candidate's qualifications, including education and experience. Salary is one aspect of Black & McDonald's comprehensive rewards package, which may also include benefits such as vehicle allowances, group insurance, pension plans, annual performance bonuses, career development opportunities, and other HR programs.
