The Professional Institute of the Public Service of Canada, representing approximately 70,000 professionals and scientists across Canada, is seeking a Labour Relations Specialist for its National Policy Office in Ottawa.

Key Responsibilities:

  • Provide representation and guidance to the Institute and assist members, groups, and stewards in compliance with relevant federal and provincial laws, collective agreements, policies, directives, and employment benefits plans.
  • Advise and represent the Institute and its members in both formal and informal labour relations matters, including grievances, mediation, facilitation, complaints, and conflict resolution.
  • Develop positions on organization-wide issues and participate in public service-wide labour management committees, national working groups, and other relevant forums.
  • Negotiate agreements and settlements on behalf of the Institute and its members regarding a comprehensive range of labour relations issues.
  • Conduct analysis and research on jurisprudence, applicable legislation, employer policies, and collective agreements, preparing necessary documentation for grievance and complaint processes.
  • Offer advice and information to the Manager and internal/external clients on pertinent labour relations topics and sensitive matters.
  • Support members and stewards in their representation roles on various formal committees, providing coaching and development as needed.
  • Facilitate training sessions and promote effective communication, information sharing, and best practices to maintain a qualified steward network.
  • Ensure that all relevant member case information is accurately created, updated, and maintained in the Institute's data management systems.
  • Contribute to corporate knowledge by producing articles, case summaries, and reports related to labour relations matters.
Knowledge and Experience Requirements

Education:

  • A university degree in labour relations or a related field.

Experience:

  • One (1) to three (3) years of progressive experience in labour relations, or an equivalent combination of education and experience.

Language Proficiency:

  • Fluency in both official languages (French and English) is required.

Required Skills and Experience:

  • Comprehensive knowledge of the regulations governing employer/employee relations in the federal public service of Canada and other jurisdictions.
  • Experience in labour relations, including handling complaints and grievances, interpreting collective agreements, and representing individuals at grievance hearings.
  • Ability to advise and counsel members regarding their employment rights.
  • Strong advocacy and representational skills, with proven experience in representing members at grievance hearings and union management meetings.
  • Proficient in conducting interviews, meetings, and information sessions, as well as preparing reports and correspondence.
Compensation Package
  • Salary Range: $96,587 to $120,734 (G6).
  • Group Benefits (Health, Dental).
  • Vacation (4 weeks/year) and other generous paid leave.
  • Paid time off during the holiday season.
