Reporting directly to the Chief Project Officer, the Senior Director of Project Implementation oversees the comprehensive design, strategic planning, and execution of the CW Redevelopment Project. This position entails leadership and management of the non-clinical facets of the Redevelopment, encompassing project oversight, budget management, contract negotiations, conflict resolution, and supervision of projects from initial design through to construction and commissioning. The Senior Director collaborates with various governmental levels and community organizations, representing PHSA's interests while ensuring accountability and performance among departmental staff.

Key Responsibilities

Serves as a pivotal member of the CW Redevelopment Project team, contributing to the effective administration of the project by overseeing the delivery of sanctioned capital initiatives in accordance with PHSA's long-term strategic objectives. Formulates facility designs and specifications that incorporate optimal layouts, space allocations, signage, way-finding systems, and equipment requirements. Develops a financial and workforce strategy for the capital projects portfolio while directing and supervising assigned personnel. Plans and implements capital budgets, including budget preparation, authorization control, and expenditure reporting, ensuring efficient use of financial resources within project goals and budgets. Maintains accountability over assigned project budgets from design through to construction and commissioning, allocating resources as necessary for effective project delivery. Leads planning, transition, and commissioning efforts from development through implementation, ensuring a robust evaluation process is established throughout the project lifecycle. Provides leadership in capital project management within a dynamic healthcare context, addressing all facility design, development, and construction matters. Engages with Planning departments and community stakeholders; negotiates and secures requirements and approvals for projects, including development and building permits. Determines staffing needs within the assigned department, selecting, directing, supervising, and evaluating staff to ensure effective performance. Manages recruitment and professional development through the assessment of training needs and the creation of training plans. Oversees human resource management as necessary. Develops, manages, and controls budgets and resource allocations for related projects, ensuring efficient financial resource utilization. Conducts variance analyses of allocated budgets, reporting significant issues and recommending budgetary adjustments. Collaborates with external stakeholders, including Hospital Foundations and academic institutions, regarding planning, project management, design, construction updates, and reporting. Enhances departmental knowledge of current and emerging hospital design innovations through evidence-based design concepts; assesses and responds to the implications of new design, technology, and equipment, identifying opportunities to enhance non-clinical services and processes.

Qualifications

A level of education, training, and experience equivalent to a Master's Degree in a relevant field such as Architecture, Engineering, or Construction Administration, along with a minimum of seven (7) to ten (10) years of extensive experience in all phases of project planning and construction within a large, complex organization, preferably in a healthcare setting. Project Management Professional certification is preferred. Comprehensive understanding of the planning and construction processes related to facilities development, including design, construction, and procurement, in accordance with current standards, codes, bylaws, and regulations. Extensive knowledge of healthcare and relevant governmental procedures, standards, and requirements. Advanced project management skills with a proven track record in planning and coordinating major projects from conceptual design to construction completion. Strong leadership, negotiation, interpersonal, and communication skills, with the ability to resolve conflicts and build consensus among stakeholders on critical issues. Capacity to anticipate and adapt to changing priorities or unforeseen opportunities. Ability to effectively lead, guide, and direct stakeholders, including staff and contractors. Proven capability to work collaboratively as part of a team. Proficient in analyzing and resolving complex issues creatively. Strong organizational skills with the ability to prioritize tasks and manage multiple activities concurrently. Proficient in utilizing word processing, spreadsheet, database, and project management software. Physical capability to perform the duties of the position.

Skills & Knowledge

Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in foundational documents, including the Truth & Reconciliation Commission's Calls to Action, BC's Declaration on the Rights of Indigenous Peoples Act, and the United Nations Declaration on the Rights of Indigenous Peoples, among others, and their intersection across the healthcare system. Models and supports full team commitment to Indigenous-specific anti-racism and cultural safety, including oversight and commitment to educational strategies. Collaborates with colleagues to ensure Indigenous-specific anti-racism and cultural safety are applied holistically throughout the department. Commitment to fostering lasting and meaningful reconciliation in Canada as per the TRC and BC's Declaration on the Rights of Indigenous Peoples Act. As a strong asset, candidates should possess knowledge of the social, economic, political, and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism and cultural safety.
