The YMCA of Cape Breton is seeking a dynamic leader dedicated to achieving excellence in performance to serve as Director of the Employment Services/Nova Scotia Works Division. This pivotal role offers the chance to provide strategic guidance in enhancing the employability of individuals across Nova Scotia.
Position Overview
The YMCA of Cape Breton Nova Scotia Works (NSW) Employment Services Centres deliver a comprehensive suite of employment services designed to assist individuals in understanding, preparing for, and fulfilling the demands of the local labor market. We also support employers in attracting, managing, and nurturing the talent necessary for success in the global economy.
As the Director of the Employment Services/Nova Scotia Works Division, you will lead the oversight and development of employment initiatives throughout Cape Breton Island, including various communities. The Director is responsible for the direct management of all employment service agreements with governmental partners.
Key Responsibilities
- Lead the development and evaluation of policies and programs, fostering relationships with Federal and Provincial funding agencies that support the Employment Services/Nova Scotia Works Division.
- Promote a culture of excellence and high performance within the department, ensuring the YMCA is recognized as a responsive and quality-focused Employment Service provider.
- Design and execute employment initiatives in alignment with project and funding guidelines.
- Stay informed on local labor market trends to aid in the development, implementation, and assessment of relevant curriculum and resources.
- Establish and enforce policies and procedures for Employment Centre services.
- Set and monitor standards for Employment Centre services, evaluating service delivery models to ensure client satisfaction.
- Assess and evaluate program outcomes to ensure compliance with contract objectives.
- Build and maintain partnerships with Government Departments, community organizations, and stakeholders.
- Oversee proposal development and contract negotiation processes.
- Ensure effective financial management of the department's budget, aligning with YMCA's operational and fiduciary goals.
- Provide leadership to Operations Managers and a team of over 50 staff members across Employment Services offices.
- Perform additional duties as assigned by the CEO.
Qualifications
- Post-secondary degree in Social Services, Business, or a related field.
- 5-8 years of senior management experience; experience in Employment Services is advantageous.
- Proven success in developing and delivering impactful community programs.
- Demonstrated ability to cultivate high-performing teams.
- In-depth knowledge of local labor market dynamics.
- Familiarity with federal and provincial employment and training programs.
- Commitment to talent development and quality assurance.
- Strong skills in Change Management and Project Management.
- Comprehensive understanding of management and personnel issues.
- Experience in crafting business plans, budgets, proposals, reports, and HR policies.
- Proficient in program evaluation methodologies.
- Understanding of inclusive practices, ethical decision-making, and respect for diversity and confidentiality.
- Exceptional interpersonal and communication skills, with the ability to build rapport.
- Experience in planning and managing substantial operational budgets.
- Meticulous attention to detail and a solution-oriented mindset.
- Proven ability to meet multiple, competing deadlines.
Additional Information
Successful candidates will be required to undergo a current and satisfactory Criminal Record Check/Vulnerable Sector Check and Child Abuse Registry Check. They will also need to complete necessary training programs.
