Key Responsibilities

The selected candidate will report to the Manager/Supervisor of Environmental Services (Strategic Projects) and will be tasked with the following duties:

  • Prioritize safety in all aspects of work.
  • Oversee essential environmental management tasks and deliverables throughout the project lifecycle.
  • Serve as the primary lead on a comprehensive Class Environmental Assessment (EA) in accordance with the Class EA for Transmission Facilities, ensuring its successful execution. This includes:
    • Engaging and managing environmental consultants;
    • Developing Project Notices and implementing innovative engagement strategies;
    • Facilitating meaningful interactions with Indigenous communities, regulatory bodies, stakeholders, and the public, while adhering to Hydro One policies;
    • Organizing Public Information Centres (both virtual and in-person);
    • Conducting public speaking engagements and addressing inquiries from various interest groups;
    • Tracking consultations with rights holders and stakeholders;
    • Identifying and evaluating environmental features, constraints, alternatives, potential impacts, mitigation strategies, and avoidance opportunities;
    • Producing a comprehensive Environmental Study Report and associated documentation, including presentation materials;
    • Ensuring a transparent and repeatable EA planning process.
  • Exhibit a thorough understanding of diverse environmental disciplines relevant to infrastructure projects (e.g., natural heritage, cultural heritage/archaeology, soils, and groundwater) along with applicable regulatory frameworks.
  • Procure necessary environmental studies, prepare detailed RFPs, assess proposals, and manage consultant contracts for environmental services, ensuring quality and cost-effectiveness.
  • Develop and monitor environmental work plans, budget forecasts, and timelines.
  • Ensure the accuracy and proper application of technical data.
  • Conduct site inspections and oversee environmental considerations for capital projects in the field as required.
  • Prepare and review Environmental Due Diligence Reports, Environmental Protection Plans, and monitoring documents in support of new electrical infrastructure initiatives.
  • Evaluate Contractor Environmental Management Plans.
  • Systematically document, organize, and archive project information using existing systems.
  • Provide expert advice and support to project and asset managers regarding environmental considerations, applicable legislation, and corporate policies.
  • Engage in negotiations to resolve conflicts and make informed decisions on behalf of the organization. Prepare evidence and/or represent the company at hearings related to environmental matters.
  • Approach interactions with stakeholders and agencies strategically, grounded in respect, compliance, and stewardship, while serving the organization’s best interests.
  • Mentor and oversee the work of junior environmental planners/engineers, focusing on quality outcomes.
  • Stay informed about and promote new methodologies in environmental management.
  • Prepare and deliver technical and organizational presentations to both internal and external audiences.
  • Lead by example, adhering to internal protocols and new practices to ensure consistency and organization.
  • Perform additional duties as necessary.

Selection Criteria

Required Knowledge, Experience, and Qualifications:

  • Bachelor’s degree in environmental studies, planning, natural sciences, or a related discipline.
  • A minimum of six to eight years of relevant experience in environmental planning, management, natural heritage, cultural heritage/archaeology, permitting, and monitoring.
  • Proven experience leading large and complex Class EAs for infrastructure projects.
  • Strong understanding of natural environmental features and ecosystems for effective environmental planning and implementation of mitigation strategies.
  • Comprehensive knowledge of environmental legislation and issues (e.g., Ontario Environmental Assessment Act, Ontario Environmental Protection Act).
  • Familiarity with soil and groundwater assessment and management.
  • Experience conducting environmental studies in areas such as natural heritage, hydrology, archaeology, and related fields.
  • Proven track record in obtaining environmental permits and working with regulatory guidelines.
  • Experience collaborating with regulatory agencies, Indigenous communities, and public stakeholders.
  • Proficiency in ArcGIS or similar mapping software.
  • Ability to manage and oversee environmental consultant contracts.
  • Valid Ontario driver’s license.
  • Strong technical writing skills.
  • Experience in contract management and administration.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • High initiative, excellent communication, and interpersonal skills.
  • Strong project management capabilities with the ability to lead multiple projects.
  • Exceptional writing and interpersonal skills, with proficiency in English for effective communication and report preparation.
  • Ability to work independently with minimal supervision.
  • Quick learner with the ability to adapt to new tasks and information.

Travel Expectations

This position may require travel to various project locations as needed.

Full-time work is expected, with occasional travel for project-related activities.

The planner should be familiar with the local communities and geography relevant to their projects, necessitating site visits and participation in meetings, which may involve overnight stays.
