Chief People and Culture Officer (permanent, full-time)

At Regina Public Library (RPL), we are dedicated to fostering community engagement. Our mission is to provide residents with opportunities to explore, learn, and connect within an inclusive and customer-focused environment.

We are currently seeking a Chief People and Culture Officer to lead our human resources initiatives.

Our team of over 200 employees operates across eight branches and our Central Library.

ROLE OVERVIEW:

The Chief People and Culture Officer will offer strategic and operational leadership in the planning, development, execution, assessment, and evaluation of human resources functions that align with RPL's mission. Key responsibilities include labor relations, workforce planning, policy formulation, occupational health and safety, recruitment, employee training, and the cultivation of organizational culture.

KEY RESPONSIBILITIES:

The Chief People and Culture Officer will:

  • Ensure that human resource policies, processes, and guidelines are effective, efficient, legally compliant, and uniformly applied.
  • Educate staff on policies, processes, and individual rights and responsibilities.
  • Provide coaching and guidance to managers regarding human resources policies and procedures.
  • Develop and implement effective strategies for recruitment, performance management, training, and employee development.
  • Serve as a senior member of RPL's Leadership Team.

The ideal candidate will hold a degree in a human resources-related field, possess a minimum of five years of progressive experience, engage in ongoing professional development, and have experience in a leadership role focused on strategic planning.
