EDUCATION AND EXPERIENCE
The expertise and experience necessary for this role are typically acquired through a recognized bachelor’s degree in Human Resources, Business Administration, or a related discipline, along with five years of relevant management experience, including expertise in talent acquisition, instructional design, corporate training and development, and project management.
KNOWLEDGE, SKILLS, AND ABILITIES
- Proficient in HRIS and tools essential for HR functions such as recruitment, training, performance management, feedback, and rewards;
- Current understanding of HR best practices in recruitment and retention, organizational development, employee relations, and compensation planning;
- Knowledgeable in best practices for recruiting and talent management;
- Ability to present confidently and professionally as an ambassador for the organization;
- Quickly develop an understanding of the organization’s business and culture;
- Strong business acumen and judgment, effectively balancing employee needs with competing business demands;
- Advanced technical skills in Word, presentation tools, and adept at using HRIS and social recruitment tools and analytics;
- Attuned to people and personalities, capable of identifying strong organizational fit;
- Excellent interpersonal skills, able to cultivate and maintain respectful and professional working relationships with diverse personalities and cultures at all organizational levels;
- Independent and self-motivated, with a desire to thrive in a collaborative work environment;
- Strong communication skills, capable of presenting professionally both orally and in writing;
- Critical and strategic thinking skills, able to assess situations objectively, apply sound reasoning, develop strategies, and make independent decisions;

PREFERRED QUALIFICATIONS
Experience in municipal settings is considered an asset, and a CPHR designation is desirable.
