Job Summary

The Government of Manitoba is seeking qualified professionals to fill multiple regular and term Policy & Program Analyst positions throughout various Provincial Government Departments. As a Policy & Program Analyst, you will be involved in all stages of the policy and program development cycle, including research, analysis, consultation, developing recommendations, and evaluation of Manitoba government programs and policies.

Key Responsibilities
  • Conduct research and analysis on legislation, regulations, policies, and programs to make fact-based assessments or recommendations.
  • Develop and maintain strong working relationships with various stakeholders, including government departments, external organizations, and community groups.
  • Provide centralized corporate support and leadership functions to their Department, manage special projects and initiatives, and maintain responsibilities for strategic planning and corporate business processes.
  • Oversee communications, support public correspondence, and manage information systems.
  • Participate in project management and strategic planning to assist in designing and developing research projects/studies.
  • Develop methodologies in the preparation of project budgets and participate in intra/interdepartmental project teams, committees, and working groups.
  • Undertake research to assist in planning, developing, implementing, monitoring, and evaluating legislation, policies, and initiatives.
  • Suggest policy and program alternatives, recommendations, and methods to achieve established objectives.
  • Consult with external organizations to share information concerning programs in relation to government policy.
  • Monitor and supervise the work of consulting firms or assigned Research Assistants.
  • Provide support to stakeholders, management, staff, and branches by undertaking evidence-based research, analysis, and evaluations.
Requirements
  • Post-secondary degree or diploma in Business, Social Sciences, Education, Health, Natural Sciences, Law, or a related discipline.
  • Experience conducting research and analysis on legislation, regulations, policies, and/or programs to make fact-based assessments or recommendations within a work or academic setting.
  • Strong critical-thinking and problem-solving skills.
  • Excellent written communication skills with experience writing a variety of documents and reports for different audiences.
  • Strong verbal communication skills to effectively communicate with various stakeholders.
  • Strong organizational and time management skills with the ability to manage multiple priorities with competing deadlines.
  • Strong interpersonal skills to develop and maintain strong working relationships with various stakeholders.
  • Ability to navigate sensitive issues with tact and diplomacy.
  • Ability to work independently with minimal supervision.
  • Experience working on projects within a work or academic setting, preferably with knowledge of project management principles.
Preferred Qualifications
  • Knowledge of, and sensitivity to, Indigenous issues to build relationships with Indigenous communities and organizations.
  • Ability to read, write, and verbally communicate in French.
