SUMMARY OF RESPONSIBILITIES

Under the supervision of the Senior Project Manager in Policy Planning, this role involves conducting comprehensive research, performing analyses, and executing studies related to strategic and policy planning initiatives. The position also includes preparing materials for community consultations and addressing public inquiries concerning relevant projects.

KEY RESPONSIBILITIES

1. Undertake research for specialized studies and reports, focusing on policy initiatives, zoning regulations, and other land use and development planning issues.

2. Draft reports, amendments to by-laws, and policies or procedures as necessary.

3. Gather, compile, analyze, and interpret planning-related data from various sources, including census data, surveys, and development applications, to support departmental and corporate projects.

4. Research and compose routine reports addressing planning policy and zoning matters across different geographic areas.

5. Assist in the development, coordination, and facilitation of public engagement processes, including public information sessions, open houses, and stakeholder meetings. Summarize and report on the outcomes of these engagements.

6. Prepare and deliver presentations on planning-related topics to various audiences, including Committees of Council, corporate teams, and local organizations.

7. Maintain accurate records and databases regarding development application statuses, meetings, and reports.

8. Draft correspondence such as memoranda and letters concerning planning issues directed to management, staff, residents, elected officials, public agencies, developers, and consultants.

9. Foster positive working relationships with applicants, developers, the public, elected officials, and community groups, while analyzing and reporting on the information received.

10. Address written and verbal inquiries from diverse stakeholders, ensuring compliance with departmental procedures and accurately recording inquiry frequencies.

11. Conduct site inspections, documenting observations and taking photographs to ensure precise assessments.

12. Prepare and present expert evidence at hearings, including those held by the Ontario Land Tribunal.

13. Adhere to applicable Health and Safety legislation and all corporate and departmental policies related to Occupational Health and Safety.

14. Perform additional duties as assigned that align with the primary responsibilities of the position.

QUALIFICATIONS

1. A degree in Urban and Regional Planning or a closely related field.

2. Demonstrated ability to analyze issues and develop solutions based on comprehensive knowledge acquired through formal education.

3. A minimum of one year of professional experience in land use planning or relevant municipal experience.

4. Must be a Candidate member of the Ontario Professional Planners Institute or the Canadian Institute of Planners.

5. Proven knowledge of planning and development, with experience working effectively in a team environment.

6. Familiarity with the municipal landscape and relevant Federal and Provincial policies and legislation, including knowledge of The Planning Act, Official Plans, and Zoning By-laws.

7. Strong verbal and written communication skills.

8. Excellent organizational abilities, capable of managing tight deadlines and competing priorities.

9. Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
