Job Summary

We are seeking an experienced Proposal Manager - Business Development to join our team. The successful candidate will be responsible for leading proposal response efforts and developing capture strategies to support new business acquisition.

Key Responsibilities

  • Develop and Execute Capture Strategies
    • Support new business acquisition by developing and executing capture strategies to identify and pursue new business opportunities
    • Lead essential activities within the cradle-to-grave lifecycle of a defence pursuit, including colour teams, competitive assessments, and Price-to-Win
  • Lead Proposal Response Efforts
    • Lead proposal response efforts for all LOI/RFI/ITQ/DRFP/RFP in accordance with Duke's Business Acquisition Process and industry best practices
    • Develop and manage proposal schedules and deadlines, including proposal outlines, compliance matrices, storyboard plans, and delivery plans
  • Provide Guidance and Support
    • Provide guidance and support to a diverse team of cross-functional proposal personnel
    • Manage proposal schedules and deadlines, and develop proposal artifacts and supporting artifacts
  • Support Bid Approval Team Reviews
    • Support bid approval team reviews and manage the disposition of review comments

Qualifications

  • Education and Experience
    • Bachelor's degree and a minimum of 5 years of prior business development, capture management, proposal or program management experience in the defence industry
    • Successful completion of an MBA from a recognized University is an asset
  • Skills and Knowledge
    • Detailed knowledge of Federal Government Contracting and Procurement and associated processes, particularly within the Department of National Defence
    • Experience in SalesForce or other CRM applications
    • Previous experience managing and developing proposals for large-scale Government products and services minimum of $10 million
