Senior Engineer for SATCOM Capacity Management

ADGA Group of Companies is seeking a highly skilled Senior Engineer specializing in SATCOM Capacity Maintenance. The successful candidate will hold a secret clearance and will be engaged in providing strategic recommendations concerning the Polar Epsilon 1 and 2 systems.

The Polar Epsilon systems are pivotal in delivering maritime detection reports by integrating SAR spatial data, AIS data, and Recognized Maritime Picture (RMP) imagery, alongside generating image products for authorized users.

These systems are essential for both national and international operations, including activities in the Arctic region, as well as land and maritime deployments. The capabilities offered by the PE systems significantly enhance Canada’s maritime domain awareness and support allied operations.

The Senior Engineer will undertake the following responsibilities:

  • Execute Integrated Logistics Support (ILS) and In-Service Support (ISS) functions for the management of existing equipment;
  • Develop specifications and item descriptions to meet mission support requirements;
  • Evaluate in-service support contract deliverables and provide constructive feedback;
  • Offer technical assistance to the equipment life cycle manager to ensure capacity maintenance and troubleshoot system failures, thereby minimizing downtime and data loss;
  • Collaborate with system stakeholders to facilitate effective communication;
  • Engage in configuration control board activities and deliver engineering insights on complex technical issues;
  • Prepare presentations and keep stakeholders and management informed about capacity maintenance strategies, challenges, and risks;
  • Conduct risk assessments related to capacity maintenance, including system modifications, refreshes, and upgrades, providing data to relevant authorities;
  • Analyze system change proposals and recommend adjustments regarding systems, antennas, infrastructure, and subsystem interfaces;
  • Provide expertise in system deficiency analysis and suggest cost-effective solutions;
  • Assist with system integration testing and evaluation;
  • Contribute to project implementation phases from a capacity maintenance viewpoint;

Expected Deliverables

The Senior Engineer is expected to produce the following:

  • Document reviews and research addressing technical capacity maintenance challenges, including system alterations;
  • Analysis of technical issues pertaining to PE system engineering documentation;
  • Compilation of comments, analyses, and issues related to procurement and contractual documents;
  • Specific reports, meeting summaries, decision records, presentations, or spreadsheets associated with PE systems;
  • Analysis and recommendations regarding PE system communications, interfaces, and requirements;
  • Monthly progress updates;
  • Travel documentation, if necessary.

Qualifications

The ideal candidate for the Senior Engineer position should possess the following qualifications:

  • A degree in engineering or science from a recognized Canadian university or an accredited non-Canadian institution;
  • A professional engineering license from a self-regulatory body in Canadian provinces;
  • A minimum of 10 years of experience in the past 20 years as a specialist in satellite communications;
  • At least 5 years of experience in the last 10 years in drafting technical documentation (e.g., statements of work, analysis reports, technical specifications) for IM/IT projects valued at 5 million CAD or more;
  • A minimum of 5 years of experience in satellite system technical design, testing, or design and development analysis within the last 20 years;
  • At least 5 years of experience in the last 10 years in planning and managing Integrated Logistics Support (ILS) or In-Service Support (ISS);
  • A minimum of 5 years of experience in the last 10 years in one of the following areas: conducting satellite communication space and ground system verification and validation tests regarding availability, reliability, maintainability, supportability, and cost-effectiveness; or managing the configuration of a satellite system.
