ABOUT THIS POSITION

At Black & McDonald Limited, we are expanding our Power Generation division. We seek a dedicated and collaborative professional to join our innovative team.

The Nuclear Procurement Specialist will be based in Bowmanville and will report directly to the Procurement Director. This role encompasses all phases of the procurement lifecycle for items related to nuclear-class systems or structures, from the Request for Quotation (RFQ) stage to Purchase Order (PO) closure. The specialist will provide both technical and administrative support, focusing on sourcing, negotiating pricing and quality standards, assisting in cost estimation, supporting field staff, and ensuring timely issuance of purchase orders.

KEY RESPONSIBILITIES

  • Negotiate procurement contracts covering costs, delivery schedules, and other commercial and quality terms.
  • Ensure compliance with CSA N286, CSA N285, or CSA N299 standards throughout procurement activities.
  • Interpret Bills of Materials (BOMs) and Technical Specifications to ascertain procurement needs.
  • Define technical and quality requirements for procurement items.
  • Align procurement activities with project timelines.
  • Verify receipt of all necessary quality documentation from suppliers.
  • Coordinate material changes with Design and Engineering teams as necessary.
  • Source and obtain quotes from qualified suppliers for purchasing or estimating purposes.
  • Place orders strategically to achieve optimal cost-effectiveness while maintaining quality standards.
  • Develop comprehensive procurement plans.
  • Monitor and track all purchases from BOM acceptance through to Receipt Inspection.
  • Contribute to the development of specifications for equipment, items, or services as needed.
  • Ensure all procurement documentation is completed and approved prior to processing, and accurately file documents post-activity.
  • Review committed costs as required.
  • Engage in the B&M Corrective Action Program concerning procurement and purchasing issues.
  • Assist in formulating purchasing policies and procedures.
  • Evaluate discount structures with key suppliers.
  • Manage returns, claims, and other supplier-related issues.
  • Collaborate with Quality, Accounting, Project Management, and Site Management as needed.
  • Conduct procurement activities in accordance with established procedures, ensuring only approved suppliers and subcontractors are utilized for materials requiring Quality Assurance input.
  • Foster and maintain relationships with customers and suppliers to enhance industry competitiveness and promote positive customer interactions.
  • Review and approve invoices related to purchased items.
  • Generate, analyze, maintain, and upload procurement reports as necessary.
  • Participate in the procurement of commercial purchases and subcontracts as required.
  • Undertake additional assignments or projects as directed by your Manager/Supervisor.

EDUCATIONAL REQUIREMENTS

  • Bachelor's Degree in Engineering, Business, or a related field, or equivalent experience.
  • SCMP designation is considered an asset.

WORK EXPERIENCE REQUIREMENTS

  • A minimum of 10 years of procurement experience within the nuclear power plant sector or related construction/industrial projects, ideally in an EPC environment.
  • Experience managing procurement for projects of medium to high risk and complexity (ranging from $1-10 million, with exceptions possible).
  • Quality Assurance experience in supplier approvals and auditing is a strong asset.

SKILLS AND ABILITIES

  • Thorough understanding of CSA N286, CSA N285, and CSA N299 standards is essential.
  • Proficiency in MS Word, Outlook, Excel, and AS7/Passport is required.
  • Familiarity with JD Edwards software is advantageous.
  • Strong leadership, communication, organizational, and analytical skills are necessary.
  • A Security Check will be conducted by the client.
