ABOUT THIS POSITION
Black & McDonald Limited is expanding its Power Generation division. We are seeking a dedicated and collaborative professional to join our innovative team.
The Nuclear Procurement Specialist will be based in Bowmanville and will report directly to the Procurement Director. This role encompasses all aspects of the procurement lifecycle for items associated with nuclear-class systems or structures, from Request for Quotation (RFQ) to Purchase Order (PO) closure. The specialist will provide both technical and administrative support, focusing on sourcing, negotiating pricing and quality standards, assisting in cost estimation, supporting field staff, and ensuring timely issuance of purchase orders.
KEY RESPONSIBILITIES
- Negotiate procurement contracts covering cost, delivery, and other commercial/quality terms.
- Ensure compliance with CSA N286, CSA N285, or CSA N299 standards during procurement activities.
- Interpret Bills of Materials (BOMs) and Technical Specifications to ascertain procurement needs.
- Establish technical and quality requirements for procurement items.
- Align procurement activities with project timelines.
- Verify receipt of all necessary quality documentation from suppliers.
- Coordinate material modifications with Designers/Engineering as necessary.
- Source and obtain quotes from qualified suppliers for purchasing or estimating.
- Issue orders to suppliers to achieve optimal delivered costs while maintaining quality standards.
- Develop comprehensive procurement strategies.
- Monitor and track all purchases from BOM acceptance to Receipt Inspection.
- Contribute to the creation of specifications for equipment, items, or services as needed.
- Ensure all procurement documentation is completed and properly archived.
- Review committed costs as required.
- Engage in the B&M Corrective Action Program concerning procurement and purchasing matters.
- Assist in formulating purchasing policies and procedures.
- Evaluate discount structures with key suppliers.
- Manage returns, claims, and other supplier-related issues.
- Collaborate with Quality, Accounting, Project Management, and Site Management as necessary.
- Conduct procurement activities in accordance with established procedures, ensuring the use of approved suppliers for materials requiring quality assurance.
- Foster and maintain relationships with customers and suppliers to enhance industry competitiveness.
- Approve and reconcile invoices related to purchased items.
- Generate, analyze, and maintain procurement reports as needed.
- Participate in the procurement of commercial purchases and subcontracts as required.
- Undertake additional assignments or projects as directed by management.

EDUCATION REQUIREMENTS
- Bachelor's Degree in Engineering, Business, or a related field, or equivalent experience.
- SCMP designation is advantageous.
WORK EXPERIENCE REQUIREMENTS
- A minimum of 10 years of procurement experience in the nuclear power plant sector or related construction/industrial projects, ideally within an EPC environment.
- Experience managing procurement for projects of medium to high risk and complexity (ranging from $1-10 million, with exceptions possible).
- Quality Assurance experience in supplier approvals and auditing is a significant asset.
SKILLS AND ABILITIES
- In-depth knowledge of CSA N286, CSA N285, and CSA N299 standards.
- Proficient in MS Word, Outlook, Excel, and AS7/Passport.
- Familiarity with JD Edwards is a plus.
- Strong leadership, communication, organizational, and analytical capabilities.
- A Security Check will be conducted by the client.
