Position Summary
The Project Controls Engineer is responsible for facilitating construction operations by planning, organizing, and executing various management functions such as project controls systems, engineering coordination, subcontractor and materials oversight, procurement, and scheduling. This role may involve providing project administration support to a Senior Project Engineer on larger initiatives and supervising technical and administrative personnel to ensure effective instruction management services.

District Overview
The Eastern Canada District manages projects encompassing highways, bridges, mass transit systems, mine site development, open pit operations, hydroelectric facilities, wind energy projects, dams, and industrial works. Our services cater to the construction and mining sectors across Eastern Canada.

Work Location
The position will initially be based in the Greater Toronto Area but will require travel or relocation to various project sites across Canada and the United States. Candidates must be open to relocation as part of their role. Key Responsibilities
For the assigned scope of work, develop a comprehensive understanding of contract documents and specifications. Assess field conditions to identify issues, inaccuracies, and potential cost-saving opportunities. Implement corrective measures as necessary. Review the work of subordinates to ensure compliance with contract requirements, addressing deficiencies and providing necessary guidance.

  1. Oversee document management; receive and log new issue drawings and other contractual documents; maintain a document control log.
  2. Analyze new issue drawings and contract documents for changes; evaluate the impact of modifications and discuss with supervisors; distribute updates to field teams.
  3. Generate monthly cost forecasts utilizing data from project management systems and prepare quarterly cash flow analyses.
  4. Enhance project operations by recommending improved methods, staffing adjustments, and procedural modifications.
  5. Serve as the lead project engineer/coordinator on multiple initiatives, offering supervision and on-the-job training for junior engineers.
  6. Interpret and comprehend plans and specifications, visualizing two-dimensional designs in three-dimensional contexts.
  7. Manage and support the project team, including direct reports and additional personnel as necessary. Promote the company’s environmental health and safety initiatives at the project level, fostering a safety-first approach to all tasks.

Qualifications
A Bachelor's degree in a construction-related discipline or equivalent experience in project or field engineering is required. Professional Engineer designation is highly recommended. A minimum of 5 years of experience in the construction or engineering sector is essential. Candidates must demonstrate a willingness to relocate. Experience in Infrastructure/Heavy Civil projects is mandatory. Proven skills in leadership, communication (both verbal and written), planning, organization, delegation, and mentoring are crucial. The ability to establish high standards of excellence in leadership, safety, quality, and productivity for team members is expected. Familiarity with managing systems such as accounts payable/receivable, materials control, estimating, job cost updates, and subcontracting is necessary.
