Position Overview

The Rolling Stock, Systems Operations & Maintenance (RSSOM) contract encompasses the comprehensive design, production, delivery, testing, and commissioning of the OL rolling stock, along with the development, construction, testing, and commissioning of the OL rail systems and the OL Operations, Maintenance, and Storage Facility (OMSF). The contractor responsible for RSSOM will oversee the OL operations for a duration of 30 years, ensuring seamless integration and assurance across all primary contracts associated with the OL.

The RSSOM Power Systems Project Manager is tasked with providing both technical and managerial oversight concerning the design and execution of traction and non-traction power systems within the OL project, as stipulated by the RSSOM contract. This role is crucial in ensuring that the contractor adheres to contract specifications, delivering robust justifications and technical assurances that support product safety cases and the overall OL Project Safety Case.

Key Responsibilities:

  • Ensure compliance of all traction and non-traction power-related design, construction, testing, and commissioning activities with the Project Specific Output Specification (PSOS) and the broader RSSOM P3 contract.
  • Contribute to the development of Earthing and Bonding strategies and oversee their implementation.
  • Guarantee adherence to a rigorous safety management process by the RSSOM contractor throughout the design, construction, testing, and commissioning phases of the power systems.
  • Monitor the identification and mitigation of risks associated with traction and non-traction power systems during all project phases, proposing solutions for any overlooked risks.
  • Participate in RSSOM HAZIDs, HAZOPs, IDCs/IDRs, QRAs, etc., providing input as necessary.
  • Ensure the implementation of a requirements management process and the preparation of system safety assurance in line with the RSSOM contract.
  • Oversee project-wide integration activities related to traction and non-traction power systems and subsystems, including coordination across multiple disciplines.
  • Contribute to the RSSOM risk register and engage in regular risk review sessions.
  • Provide expert knowledge on traction and non-traction power systems to the OL project as needed.
  • Assist the System Assurance and Integration Manager in reviewing system assurance documentation (including safety cases) pertinent to traction and non-traction power systems.
  • Support the OL Project Independent Safety Assessor (ISA) in reviewing system assurance and safety cases, ensuring that the RSSOM contractor addresses all feedback.
  • Review and critique the RSSOM contractor's submissions related to traction and non-traction power.

Qualifications:

  • A bachelor's or master's degree (or international equivalent) combined with 13-15 years of relevant experience, or 17-19 years of relevant work experience.
  • Proven experience in delivering design and construction projects for traction and non-traction power within large-scale rail initiatives.
  • Familiarity with auto transformer distribution systems, high and medium voltage AC distribution systems, low voltage AC/DC distribution systems, emergency trip systems, overhead line equipment, and coordination with local power companies.
  • Experience managing interfaces between rail systems and other engineering disciplines.
  • Expertise in integrating traction and non-traction power subsystems with civil and other rail systems.

Essential Skills and Knowledge:

  • In-depth knowledge of various traction power systems utilized in subway, light rail, and metro rail projects.
  • Understanding of engineering principles, system design, and engineering calculations.
  • Familiarity with EN 50126 and CMREA standards.
  • Knowledge of relevant national and international civil engineering and rail codes and standards.
  • Ability to navigate a live operational construction environment with significant safety hazards, including high-voltage electrification.
  • Proficient in Requirements Management and associated tools.
  • Strong leadership, relationship-building, and communication skills (both verbal and written).
  • Proficient in Microsoft Word, Excel, and PowerPoint.
