Power Systems Project Manager for Rail Operations

Position Overview
The Rolling Stock, Systems Operations & Maintenance (RSSOM) contract encompasses the design, production, delivery, testing, and commissioning of the OL rolling stock, alongside the development, construction, testing, and commissioning of the OL rail systems and the OL Operations, Maintenance, and Services Facility (OMSF). The RSSOM contractor is tasked with the operation of the OL for a duration of 30 years.
This contract interacts with all primary OL contracts and is accountable for the integration and assurance of the OL.
The RSSOM Power and Rolling Stock Project Manager is responsible for providing both technical and managerial oversight concerning the design and execution of traction and non-traction power systems for the OL project, as facilitated through the RSSOM contract. This role ensures that the contract specifications are fulfilled by the RSSOM contractor, and that comprehensive justifications and technical assurances are developed to support product safety cases and the ultimate OL Project Safety Case.
The RSSOM Power and Rolling Stock Project Manager reports directly to the RSSOM Delivery Manager and oversees the Power and Rolling Stock team.
Key Responsibilities:
- Ensure that all traction and non-traction power-related design, construction, testing, and commissioning activities executed by the RSSOM contractor adhere to the Project Specific Output Specification (PSOS) and the broader RSSOM P3 contract.
- Guarantee that a thorough safety management process is adhered to by the RSSOM contractor throughout the design, construction, testing, and commissioning phases of the traction and non-traction power systems.
- Monitor the RSSOM contractor's identification and mitigation of risks associated with traction and non-traction power systems during all project phases. Propose solutions for any risks not recognized by the RSSOM contractor.
- Participate in RSSOM HAZIDs, HAZOPs, IDCs/IDRs, QRAs, etc., providing input as necessary.
- Ensure that the RSSOM contractor implements a requirements management process and prepares system safety assurance in alignment with the RSSOM contract.
- Oversee the RSSOM contractor's execution of project-wide integration activities concerning traction and non-traction power, including multi-discipline coordination and reviews.
- Contribute to the RSSOM risk register and engage in regular risk assessments.
- Provide expert knowledge on traction and non-traction power systems to the OL project as needed.
- Assist the System Assurance and Integration Manager in reviewing system assurance (including safety cases) related to traction and non-traction power systems.
- Support the OL Project Independent Safety Assessor (ISA) in reviewing system assurance and safety cases, ensuring that the RSSOM contractor addresses any feedback.
- Review and provide insights on the RSSOM contractor's submissions related to traction and non-traction power.
Qualifications and Experience:
- A bachelor's or master's degree (or international equivalent) with 15+ years of relevant experience, or 19+ years of relevant work experience.
Essential Knowledge, Skills, and Abilities:
- Proven experience in delivering the design and construction of traction and non-traction power within a major rail project.
- Familiarity with various traction power systems utilized in subway, light rail, and metro rail projects.
- Understanding of engineering methodologies, the design of engineered systems, and engineering and design calculations.
- Knowledge of EN 50126 and CMREA standards.
- Awareness of relevant national and international civil engineering and rail codes and standards.
- Experience with auto transformer distribution systems, high and medium voltage AC distribution systems, low voltage AC/DC distribution systems, overhead line equipment, and coordination with local power companies.
- Expertise in managing interfaces between rail systems and other engineering disciplines.
- Experience in integrating traction and non-traction power subsystems with civil and other rail systems.
- Familiarity with Requirements Management and associated tools.
- Strong leadership, relationship-building, and communication skills (both verbal and written).
- Proficient in Microsoft Word, Excel, and PowerPoint.
- Demonstrated commitment to Environment, Safety, and Health (ES&H) initiatives.
- Commitment to Zero Accident safety programs.
