Position Overview

:

The RSSOM contract encompasses the comprehensive design, manufacturing, delivery, testing, and commissioning of the OL rolling stock, alongside the development and implementation of the OL rail systems and the OL Operations, Maintenance and Services Facility (OMSF). The contractor will oversee the operation of the OL for a duration of 30 years.

This role is pivotal in ensuring the integration and assurance of the OL, interfacing with all primary contracts.

The Field Specialist for Substations and Power is tasked with supervising the construction of the RSSOM Step Up Sub-Station (SUSS) and other essential power supply projects within the OL rail system.

Key Responsibilities:

Supervising the RSSOM Contractor's substation and power initiatives, acting as the designated representative on-site. Maintaining meticulous daily records of observations, including site personnel, materials, equipment, completed work (installed quantities), and any arising issues. Evaluating deliverables and submissions from the RSSOM Contractor related to construction or support for substations and power projects, identifying non-conformances or other critical items for project benefit, with a specific focus on Inspection and Test Plans (ITPs). Ensuring that the RSSOM Contractor's substation and power activities comply with contractual obligations regarding health, safety, environmental standards, quality, scheduling, and cost efficiency, while identifying and reporting any non-conformances, particularly regarding witness and hold points in ITPs. Reporting on progress, recognizing risks, highlighting emerging issues, and escalating concerns to the Project Manager. Contributing to and engaging in strategies and actions to address non-conformances, mitigate risks, and resolve emerging issues. Collaborating with discipline leads for expertise in health & safety, environmental concerns, quality assurance, contracts, project controls, and interface management, implementing the provided directives. Fostering relationships with the RSSOM Contractor's site team. Validating progress reports and data prepared by the DP and RSSOM Contractor against personal observations and records. Providing insights for the DP progress reports concerning the RSSOM substations and power initiatives.

Qualifications and Experience:

A bachelor's degree (or equivalent) is required, along with 8-10 years of relevant experience or 12-14 years of applicable work experience; a degree in electrical engineering is preferred. Experience in managing infrastructure mega-projects, particularly rail projects in urban settings, is advantageous.

Essential Knowledge and Skills:

Previous experience in construction supervision roles with accountability for infrastructure projects of similar scope, size, and complexity as substations and power systems for metro projects. Strong relationship-building and communication skills, both verbal and written. Proficient in Microsoft Word, Excel, and PowerPoint. Demonstrated commitment to Environment, Safety, and Health (ES&H) principles. Proven dedication to a Zero Accident safety program.
