The Kativik Regional Government (KRG) is seeking a highly skilled and experienced Human Resources Advisor - Learning and Development to join our team. As a key member of our HR department, you will be responsible for providing expert advice and support to department directors and management staff on all human resources aspects, including recruitment, onboarding, payroll, disciplinary issues, and labor relations.
Key Responsibilities- Partner with department directors and management staff to develop and implement training plans for employees, focusing on individual and departmental development.
- Oversee the KRG Succession Management Plan, ensuring its effective application, registration, and planning for selected employees.
- Manage the onboarding process for new employees, ensuring a smooth transition into the organization.
- Lead the recruitment cycle, including the creation of hiring requisition forms, candidate evaluation, and onboarding of newly hired employees, with follow-up during the probation period.
- Maintain and update employee files, producing reports and statistics as required.
- Manage all aspects of employee files, including payroll, benefits, pension plan, workmen's compensation, unemployment insurance, and other related matters.
- Review and update job descriptions, conduct job evaluations, and provide advice on pay equity and internal equity issues.
- Contribute to the negotiation of collective agreements and individual agreements.
- Ensure compliance with all applicable laws and regulations.
- University degree in a related field (relevant work experience will also be considered).
- Minimum of five (5) years of relevant experience.
- Excellent interpersonal and communication skills, both oral and written, as well as planning, organizational, and conflict resolution skills.
- Working knowledge of the Microsoft Office Suite.
- Ability to communicate orally and in writing in two (2) of the following languages: English, French, and Inuktitut.
The successful candidate will work in a dynamic and fast-paced environment, with a focus on providing exceptional service to employees and management staff.
