Job Overview

As a key member of the procurement team, the Procurement Manager will report directly to the Senior Manager – Construction. This role is essential in driving category management initiatives that deliver sustainable value to CN, focusing on achieving cost reduction goals. The Procurement Manager will oversee a dedicated team of procurement specialists, collaborating with various business units such as Design and Construction, Bridges and Structures, Environment, and Commercial Development. The role also involves coordination with other CN departments to implement category strategies and engage with critical suppliers to enhance procurement planning and establish strategic priorities.

Main Responsibilities

  • Guide Category Analysts in executing category management strategies, including sourcing processes, evaluations, and negotiations.
  • Implement category management objectives, strategies, KPI targets, and supplier management approaches.
  • Manage planning activities pertinent to the category.
  • Oversee supplier performance while nurturing key relationships.
  • Facilitate the development of skills and the execution of talent management initiatives.
  • Analyze, interpret, and present proposals as clear decision-making criteria for senior management.
  • Collaborate closely with business partners to establish clear mandates and ensure compliance and execution.
  • Interpret contracts and provide support for agreements, contract modifications, and record maintenance.

Working Conditions

The role typically requires an eight-hour workday, Monday through Friday, with potential for overtime. Standard working hours begin no later than 8:30 AM and conclude no earlier than 4:00 PM. The dress code is business casual.

Qualifications

Experience

Proven experience in Procurement and Supply Chain management, with a minimum of five years in progressively responsible roles within asset-intensive organizations.

Experience with procure-to-pay processes for both materials and services, encompassing strategic sourcing, contract negotiation, purchasing, and expediting.

Education/Certification

A Bachelor's Degree in Engineering, Business Administration, Business Technology Management, or Supply Chain and Operations is required. A Post-Graduate Degree is considered an asset.

Competencies

At least 10 years of experience in construction contracting, civil engineering, or related fields is preferred. An undergraduate degree in Engineering, Business Administration, or a related discipline is advantageous.

Strong knowledge of category management, contracting, and pricing models is essential. The ability to translate targets into purchasing opportunities and effectively communicate progress is critical.

Expertise in negotiation with a solid understanding of contract language and legislative requirements is necessary. Experience in evaluating and refining contract language in collaboration with the Legal department is also important.

Proven ability to build and maintain relationships with diverse stakeholders to balance needs and achieve objectives. Experience in coaching Category Analysts and guiding developmental areas is expected.

Demonstrated ability to manage multiple projects simultaneously, requiring effective communication, organization, time management, and problem-solving skills.

Aptitude for handling complex processes and projects, with the ability to identify specific examples of such experience.

Responsible for contract interpretation and initial dispute resolution, as well as ongoing contract management.

Technical Skills/Knowledge

Proficiency in project and conflict management, negotiation skills, and a strong understanding of category management, including spend analysis, demand planning, category strategy, strategic sourcing, contract management, and supplier performance management.

Strong judgment to assess benefits, risks, constraints, and assumptions when reviewing sourcing strategies and contracts is crucial.

Operational procurement skills and expertise in procurement processes and systems are required. Advanced computer skills, particularly in Microsoft Office Suite and Excel, are necessary, with beginner to intermediate knowledge of coding languages.

Familiarity with RFQ and RFI processes, methods of ordering and payment, and market dynamics is important. Understanding business unit requirements in requisitioning and evaluating completeness for PO/RO creation is essential.

A general understanding of commercial and contract terms and conditions is expected. Experience with RPA or ERP implementations is a plus, as is knowledge of relevant SAP/Ariba/eProcurement/Fieldglass modules.

This position is classified as a grade 7. For internal candidates, the grade level may be adjusted based on the employee's experience.
