POSITION TITLE: Senior Energy Specialist
DEPARTMENT: Planning and Engineering (60%) & KIBDC (40%)
SUPERVISOR: Planning & Engineering Manager
TERMS: Full-Time, 2 Year Term

PURPOSE OF POSITION:
The Senior Energy Specialist plays a crucial role in facilitating the planning and execution of strategies and initiatives that guide Tḱemlúps te Secwépemc (TteS) towards a sustainable energy future.
The key responsibilities include, but are not limited to: supporting the execution of TteS' Community Energy Plan; investigating renewable energy prospects and spearheading the creation of renewable energy projects; and implementing climate change mitigation and adaptation strategies that enhance energy efficiency while minimizing energy consumption and greenhouse gas emissions.
DUTIES AND RESPONSIBILITIES:
- Drive the development and execution of policies to promote low-carbon energy initiatives;
- Formulate and implement strategies to elevate corporate and community awareness regarding external programs and incentives for low-carbon energy solutions;
- Identify challenges, gaps, and opportunities through technical assessments and collaboration with staff and key stakeholders;
- Serve as a champion and project manager for significant energy initiatives;
- Investigate and develop business cases for hydrogen and renewable natural gas projects, including all necessary analytical work and presenting findings to internal management and advisory committees;
- Oversee, negotiate, and coordinate projects, programs, and associated grants and contracts with government, utility, and community partners;
- When applicable, supervise consultant selection processes and guide project contractors;
- Prepare and submit quarterly reports detailing progress against the established work plan, including quantification of energy savings and reductions in greenhouse gas emissions;
- Perform other related duties as necessary.
FINANCIAL RESPONSIBILITY
Creation of Financial Tools
Develop appropriate budgets, feasibility studies, business plans, market analyses, financial models, and cash flow projections in collaboration with external consultants. Budgets may range from $5,000 to $15,000,000.
Financial Management and Analysis
- Monitor expenditures related to projects and initiatives, calculate budget balances, advise on fund availability, and update account balances in coordination with the KIBDC/Planning and Engineering Department Manager, the Finance Department, and other relevant parties.
- Process invoices and manage accounts related to project expenditures with the correct budget and expense codes.
- Possess signing authority for departmental purchases and project expenditures up to $5000.
Professional Certification, Education and Experience:
A Bachelor's degree with a minimum of 5 years of experience in a field related to energy or sustainability, along with one of the following:
- A graduate degree in business, planning, public policy, sustainability, resource management, or a related field;
- Certified Energy Manager designation;
- Sustainable Energy Management credentials;
- Registered Professional Engineer;
- Registered Planner.
Additional training and certifications are considered an asset:
- Energy efficiency training such as CIET Energy Management Training Course;
- RETScreen, Clean Energy Management Software;
- LEED professional accreditation (LEED AP);
- Project Management Professional (PMP);
- Training in Change Management or Multi-Objective Decision Making.
An equivalent combination of education, training, and experience with demonstrated results may also be considered.
Skills and Abilities:
- Proven experience in building and maintaining strong relationships;
- Knowledge of energy management and program implementation;
- Experience and interest in community engagement and collaborative initiatives;
- Demonstrated ability to lead, facilitate, and achieve consensus among diverse stakeholders;
- Proven experience in business case development and project management;
- Excellent organizational, communication (both verbal and written), and interpersonal skills;
- Able to work collaboratively with colleagues, partners, and other stakeholders;
- Capable of analyzing, reporting, and presenting data and findings;
- Experience with local government or First Nations processes, bylaws, and policies;
- Able to work in multicultural settings and interested in learning about TteS language, culture, and history.
SPECIAL REQUIREMENTS
- Must demonstrate excellent attendance and the ability to work overtime to provide necessary program support outside of regular hours.
- For new hires and those in designated positions of trust, a criminal record check will be required.
- Must possess and maintain a valid Class 5 BC driver's license and have access to a reliable and insured vehicle. Travel may be required.
Demonstrated practice of confidentiality is essential.
HOURS OF WORK: Normal Day shifts – 7 hours. Non-standard shifts may be required.
PAY GRADE: $30.53-$44.89/hour based on education and experience.
