This role involves advanced professional planning responsibilities at a supervisory level. The incumbent will be tasked with developing conceptual plans and execution strategies, as well as coordinating timelines and activities among various internal and external stakeholders.
The Planner 3 role is distinguished from a Planner 2 by the added responsibility of supervising professional and technical staff, along with a higher degree of independent decision-making and judgment in overseeing section operations.
The responsibilities of a Planner 3 include:
- Planning, assigning, supervising, and participating in the work of professional and technical staff engaged in the research and preparation of complex development concepts.
- Ensuring efficient and sequential processing of necessary steps for implementation.
- Coordinating activities across various planning department sections and with other municipal departments and external agencies.
- Establishing and maintaining effective communication with interested parties, government agencies, boards, commissions, and committees.
- Representing the Planning Department on various boards, commissions, or committees as directed.
- Preparing and presenting complex and sensitive planning reports.
Qualifications for this position include a university degree in a relevant field, a postgraduate degree in Community and Regional Planning, and significant professional planning experience, or an equivalent combination of education and experience.
Applicants should possess:
- Thorough knowledge of municipal planning principles, practices, techniques, and applicable regulations.
- Considerable understanding of economics, municipal finance, and sociology.
- Ability to perform professional planning and supervisory work with minimal oversight.
- Strong interpersonal skills to maintain effective working relationships with staff and external contacts.
- Creative problem-solving skills and professional expertise in data analysis.
A membership or eligibility for membership in the Canadian Institute of Planners is required.
