Project Overview

Bechtel Infrastructure, in collaboration with key partners, has been selected as the Delivery Partner for a major Subway Project in Toronto, Ontario. This initiative involves the design, construction, and maintenance of critical infrastructure and rail systems for 15 stations and over 15 kilometers of new alignment, executed by multiple contractors.

Position Summary

The EGS/PTUS Lead Estimator will oversee cost estimation services for the Progressive Design Build Elevated Guideway and Stations contract. This role entails preparing and reviewing target price developments and providing estimates for scope changes and claims analysis. The ideal candidate should possess the right to work in Canada and have substantial experience in estimating for large-scale infrastructure projects.

Key Responsibilities

  • Lead the development of comprehensive estimates from inception to completion, including budget planning and execution.
  • Ensure the quality and integrity of estimates, incorporating lessons learned into future projects.
  • Prepare documentation outlining the basis and assumptions for estimates.
  • Review design scope and quantities for accuracy, coordinating with project teams to address incomplete information.
  • Establish conceptual scopes for estimates and studies, demonstrating the ability to visualize the final product.
  • Present estimate management review packages to stakeholders and schedule internal reviews.
  • Allocate indirect costs and fees to owner pay items as necessary.
  • Conduct escalation calculations for complex job estimates.
  • Identify risk mitigation strategies and assess uncertainties related to productivity and material costs.
  • Contribute to the development of estimating standards and procedures.
  • Facilitate training sessions in areas of expertise.
  • Analyze commercial data and prepare cost studies using historical data and statistical analysis.
  • Engage in Value Engineering studies to enhance project efficiency.

Qualifications and Skills

  • 10 – 15 years of experience in project controls and cost management.
  • Undergraduate degree in engineering, construction management, or mathematics is preferred.

Additional Qualifications

  • Advanced understanding of estimating processes and practices.
  • Extensive experience in EPC estimating methods, with the ability to manage and present cost estimating products independently.
  • Strong knowledge of project scheduling and cost correlation analysis.
  • Familiarity with cost indices and escalation projections.
  • Technical understanding of engineering, procurement, and construction methodologies.
  • Proficient in Microsoft Office and scheduling software, as well as estimating applications.
  • Excellent communication skills, both oral and written, with the ability to present estimating information effectively.
  • Experience with Lump Sum and Design Build estimates for competitive bids.
  • Understanding of risk management principles and their application in estimating.
