Project Overview

Bechtel Infrastructure, in collaboration with key partners, has been designated as the Delivery Partner for the Ontario Line Subway Project. This initiative encompasses the design, construction, and maintenance of vital infrastructure and rail systems, including 15 stations and over 15 kilometers of new alignment, executed by multiple contractors. Bechtel plays a crucial role within the Integrated Project Delivery team, working closely with the customer and technical advisors.

Position Summary

The EGS/PTUS Lead Estimator is tasked with delivering comprehensive cost estimating services for the Progressive Design Build Elevated Guideway and Stations contract on the Ontario Line. This role involves preparing and reviewing target price developments, managing estimates for scope changes, claims analysis, and validating contractor information. The ideal candidate will possess the right to work in Canada and have substantial experience in estimating for large-scale infrastructure projects.

Key Responsibilities

  • Oversee the entire estimating process from inception to completion, developing a realistic estimate plan and leading the estimating team.
  • Ensure the quality and integrity of estimates, incorporating lessons learned into future estimates.
  • Document the basis and assumptions for estimates, reviewing design criteria for completeness.
  • Establish conceptual scopes and perform risk assessments related to productivity and material costs.
  • Present estimate management reviews to stakeholders and schedule internal evaluations.
  • Support the development of estimating standards and procedures, including training initiatives.
  • Conduct analysis on commercial data and prepare cost studies utilizing historical data and statistical methods.
  • Participate in Value Engineering studies to enhance project efficiency.

Qualifications and Skills

  • 10 – 15 years of experience in project controls and cost management.
  • Undergraduate degree in engineering, construction management, or mathematics is preferred.

Additional Qualifications

  • Advanced understanding of estimating processes and practices.
  • Extensive experience in EPC estimating methods and the ability to manage estimating products with minimal supervision.
  • In-depth knowledge of project scheduling and cost correlation analysis.
  • Familiarity with current industry trends and global market pricing.
  • Proficient in Microsoft Office and scheduling software, as well as estimating applications.
  • Strong communication skills, capable of presenting estimating information effectively.
  • Experience with Lump Sum and Design Build estimates is advantageous.
