Project Overview

Bechtel Infrastructure, in collaboration with key partners, has been selected as the Delivery Partner for the Ontario Line Subway Project in Toronto. This initiative involves the design, construction, and maintenance of essential infrastructure and rail systems, including 15 stations and over 15 kilometers of new alignment, executed by multiple contractors.

Position Summary

The EGS/PTUS Lead Estimator will deliver expert cost estimation services for the Progressive Design Build Elevated Guideway and Stations contract on the Ontario Line. This role involves preparing and reviewing target price development, managing estimates for changes in scope, claims analysis, and independent validation of contractor information. The ideal candidate should possess the right to work in Canada and have prior experience in estimating for large-scale infrastructure projects.

Key Responsibilities

  • Oversee the entire estimating process from inception to completion, developing a comprehensive estimate plan and leading the estimating team.
  • Ensure the quality and integrity of estimates, incorporating lessons learned into future projects.
  • Prepare documentation outlining the basis and assumptions for estimates.
  • Review design scope criteria and quantities for accuracy, coordinating with project teams to address any gaps in information.
  • Establish conceptual scopes for estimates and studies when definitions are incomplete, demonstrating the ability to visualize the final product.
  • Present estimate management review packages to stakeholders, scheduling internal reviews as necessary.
  • Allocate indirect costs and fees to owner pay items when required.
  • Conduct escalation calculations for complex job estimates.
  • Identify risk mitigation strategies and assess uncertainties related to productivity, material pricing, and wage rates.
  • Support the development of estimating standards and procedures.
  • Facilitate training sessions in areas of expertise for team members.
  • Analyze received commercial data and prepare cost studies using historical data and statistical analysis.
  • Contribute to Value Engineering studies.

Qualifications and Skills

  • 10 – 15 years of experience in project controls and cost management.
  • Undergraduate degree in engineering, construction management, or mathematics is preferred.

Additional Qualifications

  • Advanced understanding of estimating processes and procedures.
  • Extensive knowledge of EPC estimating practices and the ability to manage estimating tasks with minimal supervision.
  • Strong grasp of project scheduling and cost correlation analysis.
  • Comprehensive understanding of cost indices and escalation projections.
  • Technical knowledge of engineering, procurement, and construction methods.
  • Familiarity with administrative and supervisory practices.
  • Awareness of current industry trends and global market pricing.
  • Proficient in Microsoft Office and scheduling software, as well as estimating applications.
  • Excellent communication skills, both oral and written, with the ability to present estimating information effectively.
  • Experience with Lump Sum and Design Build estimates for competitive projects.
  • Understanding of risk management principles.
