Director of IT Regulatory Compliance Management

The Technology Regulatory Management division is crucial in overseeing the Bank's compliance with technology and security regulations. This is achieved through the implementation of the IT&S Regulatory Compliance Management (RCM) Framework, aligning with the regulatory standards set forth by OSFI's Guideline E13 and the Bank's comprehensive Regulatory Compliance Program.

The Director of IT Regulatory Change Management will assist the Director of Technology Regulatory Management by providing essential support in Regulatory Compliance Management (RCM). This includes overseeing regulatory changes and issues management, ensuring that all technology operations and recommendations adhere to applicable regulations, internal policies, and risk appetite guidelines.

Key Responsibilities

  • Support RCM Activities: Assist the Director in enabling RCM initiatives.
  • Regulatory Change Management:
    • Conduct horizon scanning for new or revised regulations (both local and global).
    • Collaborate with key stakeholders to analyze and interpret regulatory requirements.
    • Coordinate gap assessments for regulatory changes and update records accordingly.
    • Maintain a current database of regulations within the OpenPages/RCM module.
    • Stay informed on emerging regulatory guidelines and requirements related to Cyber and IT Risk.
    • Perform monthly follow-ups on regulatory developments.
    • Facilitate responses to regulatory inquiries and prepare necessary reports.
    • Assist in the creation of Global Issues Management System (GIMS) issues.
    • Update relevant regulatory documentation as needed.
    • Support internal audit and information request activities.
  • Issues Management:
    • Monitor and update regulatory issues and compliance concerns.
    • Generate monthly reports on regulatory issues for the IT dashboard.
    • Conduct annual updates on the Technology Issue Management Operating Procedure.
    • Provide assistance with OpenPages to first-line stakeholders.
    • Address ad-hoc requests from Global Compliance regarding IT issues.
  • Reporting:
    • Deliver regular updates on regulatory issues and compliance monitoring.
    • Provide incident reporting timelines as per jurisdictional regulations.
    • Contribute to the quarterly Corporate Functions Compliance report.
    • Review and comment on regulatory issues for the Corporate Functions Issue Management dashboard.

Qualifications

  • Over 10 years of experience with a solid understanding of regulatory frameworks governing technology systems and information security.
  • Bilingual proficiency in Spanish is preferred.
  • Demonstrated success in team management and leading change initiatives.
  • Exceptional communication skills, both verbal and written, with the ability to engage confidently with all organizational levels.
  • Strong presentation skills and active participation in relevant committees.
  • Proficient stakeholder management and influencing capabilities.
  • Good understanding of global banking operations and associated systems.
  • Sound business acumen with the ability to adapt quickly to new areas and technologies.
  • Proven ability to work independently and collaboratively.
  • Must exhibit a diplomatic and flexible approach, maintaining composure under pressure.
  • Proactive and creative, with strong organizational skills to manage competing priorities.
